Fires and short circuits are occurring more and more frequently, causing enormous damage to society. More and more people are interested in fire prevention and fighting. However, what the business registration codes for fire protection services in Vietnam are, and the issues related to establishing this service business facility are still quite a question for many enterprises. Conditions for trading fire protection services

• Before July 1, 2025, to be granted a certificate of eligibility for trading fire protection services, according to the provisions of Article 41 of Decree 136/2020/ND-CP amended and supplemented by Decree 50/2024/ND-CP, fire protection service business establishments must ensure conditions regarding business forms, heads of business establishments, facilities, and personnel conditions.
• However, the Law on Fire Prevention, Fighting and Rescue 2024 effective from July 1, 2025, and its guiding documents have abolished the regulation, meaning trading in fire protection services is no longer a conditional business line.
• Thus, from July 1, 2025, business lines related to fire protection services (consulting on fire protection design; consulting on fire protection appraisal; consulting on fire protection supervision; constructing and installing fire protection systems; training and instructing on fire protection operations: consulting on fire protection technology transfer; manufacturing and assembling fire protection means and equipment; trading in fire protection means, equipment and materials; consulting on fire protection technical inspection and testing) are no longer conditional business lines and individuals do not need to have a fire protection consulting practice certificate.

Legal regulations on business registration codes

• The business line code in the Vietnam Standard Industrial Classification will be represented by a sequence of 6 characters representing the industry code from level 1 to level 5. Usually, when registering a business, entities will record the business line code up to the level-4 industry code in the business registration declaration. After that, the enterprise must supplement the level-5 industry code or explain it in detail to comply with the provisions of law.
• Currently, the law allows enterprises to have the right to do business in lines that are not prohibited by law. The Government has specific regulations on the list of banned business lines. Thus, an enterprise can freely choose a business line to establish an enterprise, however, that line must not be in the banned business lines.
• For some business lines, in order to do business, entities must meet certain conditions, called conditional business lines. If those conditions are not met, the entity will not be granted business registration.
• Each business line is encoded with a different business line code, so when registering under a certain code, the enterprise is only allowed to operate in that line. All enterprises when newly established or supplementing business lines or changing business lines must register according to the level-4 industry code of the Vietnam Standard Industrial Classification. Therefore, enterprises registering hotel and restaurant business must first register the industry code.

  • Specifically: Fire alarms.
• Industry code 4329: Other construction installation.
  • Specifically: Applicable to the installation of fire protection systems in construction works, including automatic fire alarm and fighting systems (sprinklers, gas), wall-mounted fire fighting systems,…
• Industry code 4652: Wholesale of electronic and telecommunications equipment and parts.
  • Detail: Can be used if the enterprise specializes in wholesale of fire protection equipment with electronic nature or high-tech integration such as automatic fire alarm systems, fire alarm control panels, electronic heat/smoke sensors.
• Industry code 4679: Other specialized wholesale not elsewhere classified.
  • Detail: Wholesale of fire extinguishers; Wholesale of labor protection equipment and tools; Wholesale of fire protection equipment and tools; Wholesale of fire engines. Wholesale of pump ink. Refilling fire extinguishers.
• Industry code 4773: Other retail sale of new goods in specialized stores.
  • Detail: Applicable to stores, showrooms specializing in retail of fire protection equipment directly to consumers or small projects.
• Industry code 7110: Architectural and engineering activities and related technical consultancy.
  • Detail: Consulting, designing fire protection; Fire protection service activities. Fostering and training activities on fire protection operations. Maintenance and servicing activities of fire protection systems.
• Industry code 7490: Other professional, scientific and technical activities not elsewhere classified.
  • Detail: Suitable for consulting services on fire protection technology transfer; training and instructing activities on fire protection operations.

Steps to establish a company in the field of fire protection business

Procedures to establish a company in the field of fire protection business

Procedures to establish a company in the field of fire protection business are usually carried out according to the following steps:

Step 1: Drafting the company establishment dossier

Enterprises need to prepare the following types of documents:

• Company establishment declaration form.
• Company charter.
• List of members; list of beneficial owners of the enterprise (if any).
• Copies of personal and legal entity documents.
• Power of attorney for Viet An Law in case clients need to use the company establishment service provided by Viet An Law.

Step 2: Submitting the company establishment dossier

The company establishment dossier needs to be submitted to the Department of Finance in the province or city where the company is headquartered. The dossier submission process can be done by submitting directly at the management agency’s office or via postal service or via the online public service portal, depending on specific local regulations.

Step 3: Receiving results

After the dossier processing time limit (usually 03 working days from the time of receiving a complete valid dossier), the business registration agency will check and appraise the conditions related to establishing a company. If the company meets all requirements and conditions, this agency will issue an Enterprise Registration Certificate to the company.
