Accordingly, Hung Yen Province and Thai Binh Province were merged, and the name Hung Yen Province was adopted. The political and administrative center is located in Hung Yen Province today, so the procedure to establish a company in Hung Yen Province has some changes. Update information on the merger of Hung Yen province
Administrative units and commune-level mergers
Based on Project No. 360/DA-CP dated May 9, 2025, of the Government on the arrangement of commune-level administrative units of Hung Yen province (new) in 2025, the Standing Committee of the National Assembly decided to arrange to establish commune-level administrative units of Hung Yen province with 104 commune-level administrative units, including 93 communes and 11 wards.
After the merger, the new Hung Yen province has a natural area of 2,514.81 km2, a population of 3,567,943 people with 39 commune-level administrative units.
In terms of geographical boundaries, Hung Yen province borders Bac Ninh province, Ninh Binh province, Hanoi city, Hai Phong city, and the East Sea.

Establishing the Department of Finance based on merging the Department of Planning and Investment and the Department of Finance;
Establishing the Department of Construction on the basis of merging the Department of Transport and the Department of Construction;
Establishing the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development;
Establishing the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology;
Establishing the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs.;
Business registration situation in Hung Yen province
As of May 12, 2025, Hung Yen province has recorded strong growth in business registration activities. Specifically, since the beginning of the year, the whole province has had 861 newly registered enterprises, with a total registered investment capital of more than 13.6 trillion VND. Mainly the following industries:
Wholesale, retail, auto, and motorbike repair: 304 enterprises, investment capital of more than 1.3 trillion VND.
Construction: 56 enterprises, investment capital of more than 1 trillion VND.
Processing and manufacturing industry: 195 enterprises, investment capital of more than 3.1 trillion VND
In addition, in the first quarter of 2025, Hung Yen province attracted nearly 300 newly registered enterprises, with a total registered investment capital of more than 8.2 trillion VND, an increase of more than 7 trillion VND over the same period last year.

Procedures for applying for the Investment Registration Certificate for foreign investors
In case foreign investors register a business in Hung Yen, they must first carry out the procedure of applying for an investment certificate.
Step 1: Submit application
Investors prepare and submit 01 set of documents requesting the issuance of an Investment Registration Certificate, including the components specified in Clause 1, Article 33 of the Investment Law 2020.
How to submit documents:
Submit to the Management Board of Industrial Parks of Hung Yen province for investment projects in industrial parks, export processing zones, high-tech parks, and economic zones.
Address: Nguyen Van Linh Street, Ban Yen Nhan Ward, My Hao Town, Hung Yen Province
Submit to the Department of Finance of Hung Yen province for investment projects outside industrial parks, export processing zones, high-tech parks, and economic zones.
Address: No. 8 Chua Chuong, Hien Nam Ward, Hung Yen City, Hung Yen Province.
Step 2: Competent authority receives and processes the application
For investment projects subject to investment policy approval as prescribed in Articles 30, 31, and 32 of the Investment Law 2020, the investment registration authority shall issue an Investment Registration Certificate within 05 working days from the date of receipt of the investment policy approval document and investor approval.
For other investment projects, the investment registration authority shall issue an Investment Registration Certificate within 15 working days from the date of receipt of the request for an Investment Registration Certificate.
Step 1: Prepare documents to carry out the company establishment procedures
To carry out the procedure for establishing a company, clients only need to prepare a notarized copy of the valid ID card or passport of the members and founding shareholders of the company, in case the members and founding shareholders of the company are foreigners.
Step 2: Prepare company establishment documents and apply for Business Registration Certificate
After receiving all the information and documents provided by the client, Viet An Law will proceed to prepare the dossier according to the provisions of the Enterprise Law.

List of members.
Copies of legal documents of individuals/organizations for members.
Copy of Investment Registration Certificate for foreign investors.
Documents for registering a new business in Hung Yen will be submitted to the Business Registration Office – Department of Finance of Hung Yen province.

Step 3: Receive the results of the new business registration
In case the dossier is complete and valid according to the provisions of law, the Business Registration Office will issue a Certificate of Business Registration.
Step 4: Publish business registration information
After being granted a Certificate of Business Registration, the company must submit a dossier to publish information on the establishment of the enterprise on the National Business Registration Information Portal in accordance with the provisions of law. The content of the publication includes the contents of the Certificate of Business Registration and the following information:

List of founding shareholders and shareholders who are foreign investors for joint stock companies
Time limit for publishing the content of business registration: Within 30 days from the date of being granted the Certificate of Business Registration, the enterprise must publish the content of business registration on the National Business Registration Information Portal.
