Which administrative units are included in the new Cua Nam Ward?
On April 29, 2025, the Hanoi city People’s Council issued Resolution 19/NQ-HĐND of 2025 approving the plan to reorganize the commune-level administrative units of Hanoi.
According to Resolution 19/NQ-HĐND of 2025, the Hanoi city People’s Council approved the plan to reorganize the commune-level administrative units of Hanoi into 126 wards and communes.
Accordingly, the new Cua Nam ward is established on the basis of:
Merging the entire natural area and population of Tran Hung Dao, Hang Bai, and Phan Chu Trinh wards (Hoan Kiem district);
Merging most of the natural area and population of Cua Nam ward (Hoan Kiem district);
Merging a portion of the natural area and population of Hang Bong, Hang Trong, and Trang Tien wards (Hoan Kiem district), and Pham Đinh Ho and Nguyen Du wards (Hai Ba Trung district).

Enterprise head office address: House number, alley, lane, street, village/hamlet, commune/ward/town, district/county/city/province, province/city.
Business lines: List all planned business lines according to the VSIC. Note: For conditional business lines, ensure that all conditions stipulated by law are met.
Charter capital: Specific capital amount in both numbers and words.
For multiple-member limited liability companies and joint-stock companies: Capital contribution/share structure of each founding member/shareholder.
Information about the owner/member/founding shareholder:
For individuals: Full name, date of birth, gender, ethnicity, nationality, type of legal document (Citizen Identification Card/National Identity Card/Passport), document number, date of issue, place of issue, permanent address, contact address.
For organizations: Name of organization, business registration number, head office address, information of the legal representative of that organization.
Capital contribution ratio (for limited liability companies with two or more members), number of shares (for joint-stock companies).
Information about the legal representative:
Full name, date of birth, gender, ethnicity, nationality, type of legal document (Citizen Identification Card/Passport), document number, date of issue, place of issue, permanent address, contact address.
Title (Director, General Director, Chairman of the Board of Members, Chairman of the Board of Directors, etc.).
Information on registered capital (if any): For certain special business sectors (banking, real estate, securities, etc.), the law stipulates a minimum capital requirement.
Duration of business operations (if any).
Information of the applicant (if the applicant is not the legal representative): Full name, ID card/Passport number, address, phone number.
Power of attorney (if applicable).
Company charter.
List of founding shareholders; list of foreign investor shareholders (Joint Stock Company).
List of members (Limited Liability Company, Partnership Company)
Copies of the following documents:
Legal documents of individuals for founding shareholders and foreign investor shareholders who are individuals, legal representatives; Legal documents of organizations for shareholders who are organizations and documents appointing authorized representatives; legal documents of individuals for authorized representatives of founding shareholders and foreign investor shareholders who are organizations (Joint Stock Company)
Legal documents of individuals for owners of private enterprises (Private Enterprise)
Legal documents of individuals for members (Partnership Company)
Legal documents of individuals for members who are individuals, legal representatives; Legal documents of organizations for members who are organizations and documents appointing authorized representatives; Legal documents of the individual acting as the authorized representative of a member organization (Limited Liability Company)
Investment registration certificate for foreign investors as stipulated by the Investment Law.
In addition, the application dossier must be completed according to the form prescribed in the Appendix issued with Circular 68/2025/TT-BKHĐT.
Step 2: Submitting the company registration dossiers
Currently, the procedure for submitting documents to establish a company in Hanoi is done solely online through the National Business Registration Portal. This process includes the following steps:
Preparing dossiers and submitting information online
Creating a business registration account: Applicants need to create an account on the National Business Registration Portal. If the legal representative submits the application directly, the account must be created under the legal representative’s name.
Waiting for account confirmation: After creating the account, applicants need to submit the business registration account and wait for the competent authority to review and approve the account information.
Information declaration and document upload:
Complete the declaration of all relevant information regarding company establishment on the system, following the specific instructions for each section.
Scan all company establishment documents (prepared in advance as required) into PDF files and upload them to the National Business Registration Portal.
Submitting dossiers and paying fees
Payment of fees: Proceed with payment of fees as prescribed, including the company registration fee and the fee for publishing information about the establishment of the business.
The fee for publishing the business registration information according to Circular 47/2019/TT-BTC is 100,000 VND (excluding VAT).
Submit your application and receive a receipt: Once you have completed submitting your application online, the system will provide a receipt confirming that the application process has been successfully completed.
Step 3: Receiving the dossier assessment results
Within approximately 3 working days of receiving the online application, the Business Registration and Corporate Finance Department – Hanoi Department of Finance will respond regarding the validity of the dossiers:
If the dossier is valid: The applicant will receive an official notification. They can then send a hard copy of the dossiers by mail using Vietnam Post’s delivery service.
If the dossier is invalid: The applicant will receive a notification requiring corrections or additions to the application and must repeat the entire application process.
Step 4: Public announcement of enterprise registration information
Within 30 days of receiving the Enterprise Registration Certificate, the enterprise must publicly announce the information on the National Business Registration Portal and pay the fees as prescribed by law.
Step 5: Corporate seal carving and initial legal formalities
Company seal: Enterprises decide on the seal design and manage it according to internal regulations. The company seal is mandatory and must be used in all business transactions and documents.
Applying for relevant sub-licenses (if any): For conditional business sectors, enterprises need to follow the procedures for applying for sub-licenses as prescribed by relevant laws.
Step 6: Post-establishment procedures to commencing business operations
After obtaining the Enterprise Registration Certificate and company seal, the business needs to complete the following procedures to officially commence operations:
Install a company sign at the headquarters: Ensure the company has a clear sign at its main office in accordance with regulations.
Open a bank account: Open a company account to conduct financial transactions.
Register for a digital signature: Necessary for electronic tax filing and other online business transactions.
Register for initial tax registration: Declare tax information to the directly managing tax authority.
Purchase and print invoices: To carry out transactions for the purchase and sale of goods and services as required.
