Tourist accommodation establishments are places that provide and serve the accommodation needs (sleeping, living, dining, entertainment, sports, etc.) of tourists as defined in Article 3 of the Tourism Law 2017. In recent years, the economy has been developing, leading to an increasing demand for tourism services, especially in the hotel business sector.     Types of hotels recognized by Law

    Hotels are one of the most common types of tourist accommodation establishments. Hotels are classified into four basic types:

    • Hotel;
    • Resort hotel;
    • Floating hotel;
    • Roadside hotel.

    Based on location, architecture, facilities, services, management, and staff, security, safety, environmental protection, and food safety, hotels are classified into 5-star categories.

    Conditions for recognition of 5-star hotels accommodation establishments

    According to TCVN 4391:2015: National Standards for Hotels – Classification 2015, to be recognized as a 5-star hotel, the hotel must meet specific standards:

    Location and Architecture

    Location

    The hotel must have a very convenient location, ensuring easy access for tourists. The hotel must also have a beautiful landscape environment.

    Architectural Design

    • The design must meet business requirements, with areas arranged reasonably and conveniently; have unique architecture and beautiful design;
    • Interior and exterior must be designed and arranged reasonably, beautifully, and luxuriously;
    • The entrance, bedroom area, and hotel facade must be designed according to standards, with a canopy at the reception area, separate entrances for guests and staff, and special service areas;
    • The overall design must be consistent.

    Room Scale

    To be recognized as a 5-star hotel, the hotel must have a large number of rooms with spacious areas, specifically regulated according to the National Standards for Hotels – Classification 2015.

    Parking and Internal Traffic

    • The parking area of a 5-star hotel must be convenient for customers, ensuring safety and good ventilation, and must serve a certain number of guests according to standards;
    • Internal traffic of a 5-star hotel must be convenient, safe, and have good ventilation quality.

    Reception Area

    The reception area must have a minimum area according to the National Standards for Hotels – Classification 2015, with separate restrooms for men, women, and disabled people using wheelchairs and strollers.

    Green Space

    • Green trees in public areas, gardens, and green spaces (applicable to hotels and resort hotels);
    • Gardens and green spaces (applicable to hotels and resort hotels).

    Restaurants and Bars

    The hotel must have at least two restaurants serving European and Asian dishes, ensuring the number of restaurant seats and restrooms according to standards, and must have a separate smoking area.

    Kitchen Area

    The hotel’s kitchen area must be designed conveniently, with good ventilation, adequate area, measures to prevent harmful insects, and must meet all criteria according to national standards.

    Storage

    The hotel must have suitable storage areas for each activity and purpose as regulated in the National Standards for Hotels – Classification 2015.

    Conference, Seminar, and Meeting Rooms

    Must ensure the minimum number of conference rooms according to the National Standards for Hotels – Classification 2015. Additionally, conference, seminar, and meeting rooms must have a waiting area, good soundproofing, and separate restrooms for men and women.

    Areas for Staff

    For areas dedicated to staff, it is necessary to meet all room requirements such as: working rooms, duty rooms, changing rooms, restrooms, bathrooms, and dining rooms.

    Equipment and Facilities

    Services and Service Levels

    Service Quality

    The hotel’s service must be performed correctly, with perfect quality, high technical skills, ensuring professionalism, and staff must have a friendly, agile attitude, coordinating with customers.

    Room Service

    Room attendants, cleaning staff, and other room service staff must meet specific conditions according to the National Standards for Hotels – Classification 2015.

    Food and Beverage Service

    The hotel must have various food and beverage services to meet customer needs, performed according to the National Standards for Hotels – Classification 2015.

    Other Services

    In addition to the above services, a 5-star hotel must have all other services to meet customer accommodation needs.

    Management and Staff

    • The professional qualifications of management and staff must be suitable for each job position and comply with the National Standards for Hotels – Classification 2015.
    • Uniforms: Beautiful, compliant with regulations, good quality materials, reflecting the hotel’s style, and well-laundered.

    Environmental Protection, Food Safety, and Fire Prevention

    Environmental Protection

    The hotel must comply with environmental protection regulations, be certified or awarded for environmental protection, keep areas clean, have noise reduction measures, use environmentally friendly materials, assign suitable staff, and have effective energy-saving measures.

    Food Safety

    Ensure compliance with food safety regulations, prevent and control foodborne diseases and food processing-related diseases.

    Fire Prevention

    To ensure the safety of tourists, hotels must comply with fire prevention regulations and equip themselves with a surveillance camera system in public areas.
