Under the provisions of the Law on Entry, Exit, Transit, and Residence of foreigners in Vietnam 2014, amended 2019, Temporary Residence Card is a document issued by an Immigration Authority or a competent Authority issued by the Ministry of Foreign Affairs for foreigners who are allowed to reside for a limited period of time in Vietnam and is valid to substitute visa.

Cases to be granted Temporary Residence card and Temporary Residence Card symbols
Foreigners are members of Diplomatic missions, Consulates, Representative offices of International Organizations affiliated to the United Nations, Intergovernmental Organizations in Vietnam and their spouses, children under 18 years old, housemaids accompanying the term;
Foreigners entering with visas with symbols LV1, LV2, LS, ĐT1, ĐT2, ĐT3, NN1, NN2, DH, PV1, LD1, LĐ2, TT.
In which the meaning of the visa symbols is construed as follows:
LV1 – Issued to people who come to work with departments, agencies and units directly under the Central Communist Party of Vietnam; National Assembly, Government, Central Committee of Vietnam Fatherland Front, Supreme People’s Court, Supreme People’s Procuracy, State Audit, Ministries, Ministerial-level agencies, Governmental agencies ; Provincial Party Committee, City Party Committee, People’s Council, People’s Committee of province or city under central authority;
LV2 – Issued to people who come to work with Socio-Political Organizations, Social Organizations, Vietnam Chamber of Commerce and Industry;
LS – Issued to foreign lawyers practicing in Vietnam;
DT1 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital valued at VND 100 billion or more or investing in industries or trades subject to investment incentives, investment incentives table decided by the Government;
DT2 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital of between VND 50 billion and less than VND 100 billion or investing in sectors or trades encouraged for investment development investment is decided by the Government;
DT3 – Issued to foreign investors in Vietnam and representatives of foreign organizations investing in Vietnam with contributed capital valued at between VND 3 billion and under 50 billion;
NN1 – Issued to people who are heads of Representative Offices and projects of international organizations, foreign non-governmental organizations in Vietnam;
NN2 – Issued to heads of Representative Offices, Branches of foreign traders, Representative offices of other foreign economic, cultural, professional organizations in Vietnam;
DH – Issued to people who come to practice and study;
PV1 – Issued to journalists who reside in Vietnam;
LD1 – Issued to foreigners working in Vietnam with certification that they are not in the category of work permit, unless otherwise prescribed by the international treaties to which Vietnam is a member;
LD2 – Issued to foreigners working in Vietnam who must have a work permit;
NG3 – Issued to members of diplomatic missions, Consulates, Representative offices of International Organizations affiliated to the United Nations, representative offices of Intergovernmental Organizations and their spouses, children under 18 years of age, the housemaids accompanied in the term;
TT – Issued to foreigners who are spouses, children under 18 years old of foreigners issued with LV1, LV2, LS, DT1, ĐT2, ĐT3, NN1, NN2, DH, PV1, LD1, LD2 or Foreigners are fathers, mothers, spouses, and children of Vietnamese citizens.
Procedures for granting Temporary Residence Card in Vietnam
An application for Temporary Residence card includes:
The written request of the Agency, Organization or individual that carries out the procedures for invitation or guarantee;
A declaration form for temporary residence card with photo;
Passports of Indiviuals applying for temporary residence card;
Proof of eligibility for temporary residence card.
Processing for issuance of Temporary Residence card as follows:
Foreign diplomatic missions, consulates or other authorized foreign agencies in Vietnam shall send dossiers of application for temporary residence card with symbol NG3 symbol at competent agencies of the Ministry of Foreign Affairs;
Inviting or guaranteeing agencies, organizations and individuals directly submit dossiers of application for temporary residence cards to foreigners on entry with LV1, LV2, LS, DT1, DT2, DT3 visas, NN1, NN2, DH, PV1, LD1, LD2, TT at the immigration authority where the inviting or guaranteeing agency or organization is located or where the inviting or guaranteeing individual resides;
Within 05 working days from the date on which the complete application is received, the immigration authority or the competent authority of the Ministry of Foreign Affairs shall consider issuing a Temporary Residence Card.
Term of Temporary Residence Card
The duration of the temporary residence card issued is at least 30 days shorter than the remaining period of the passport;
Validity of DT1 Temporary residence card does not exceed 10 years;
Validity of NG3, LV1, LV2, LS, ĐT2 and DH Temporary residence cards do not exceed 05 years;
Validity of NN1, NN2, ĐT3, TT Temporary residence cards do not exceed 03 years;
Validity of LDD1, LDD2 and PV1 Temporary residence cards do not exceed 02 years;
An expired temporary residence card shall be considered for new issuance.

01 photocopy of passport, valid visa, immigration note (enclosed with the original for comparison);
Copy of Certificate of Temporary Residence certified by Ward Police.
Documents for the foreign workers not required to be granted a work permit:
Copy of Investment Certificate or other equivalent papers;
Copy of Seal Sample Registration Certificate;
Copy of Tax Registration Certificate;
A copy of proof of eligibility for issuance of a Work Permit;
04 3 × 4 cm photos, bareheaded, taken from front, with clear face, clear ears, no colored glasses, photos taken within 6 months;
01 photocopy of passport, valid visa, immigration note (enclosed with the original for comparison);
Copy of Certificate of Temporary Residence certified by Ward Police.
Documents for relatives accompanying the foreign worker: in addition to the documents of the foreign worker, the accompanying relatives need to provide the following documents:
04 3 × 4 cm photos, bareheaded, taken from front, with clear face, clear ears, no colored glasses, photos taken within 6 months;
01 photocopy of passport, valid visa, immigration note (enclosed with the original for comparison);
Copy of certificate of Temporary Residence certified by Ward Police;
