Starting from July 1, 2025, Dong Ngac Ward will officially operate as a commune-level administrative unit under Resolution 1656/NQ-UBTVQH15 of the National Assembly Standing Committee. Dong Ngac Ward is established based on the merger of the entire natural area and population of Duc Thang Ward (Bac Tu Liem District); most of the natural area and population of Dong Ngac and Co Nhue 2 Wards (Bac Tu Liem District); and a part of the natural area and population of Xuan Dinh, Thuy Phuong, and Minh Khai Wards (Bac Tu Liem District).
The new Dong Ngac Ward has a natural area of 8.85 km² and a population size of 83,544 people. Dong Ngac Ward is an area with strong investment attraction potential in the fields of education, healthcare, modern commerce, and logistics services.

Legal basis:
Article 22 of the Enterprise Law 2020 (amended 2025) and Clause 4, Article 24 of Decree 168/2025/ND-CP.

The enterprise registration application form;
List of founding shareholders, foreign shareholders, and beneficial owners (if any);
The company’s charter;
Copies of:
Legal documents of founding shareholders and shareholders that are foreign investors who are individuals and legal representatives;
Decision on Establishment or Business Registration Certificate for the organization;
ID card (National ID card/Citizen ID card)/Passport and power of attorney for the authorized representative;

Note:
If the business owner, proprietor, or legal representative has declared their personal identification number, there is no need to submit a copy of their legal documents.
Using a personal electronic identification number (if available); or
Accompanied by a copy of legal documents (citizen ID card, ID card, passport, etc.).
If the application is not valid, the business registration authority will issue a notice requesting amendments/supplements. Within 60 days from the date of notification, if the enterprise fails to make corrections, the application will be automatically canceled.

Step 2: Issuance of the Enterprise Registration Certificate (ERC)
