In order to manage the cosmetics circulated within the territory of Vietnam, cosmetic products must be issued with the receipt number of Cosmetic product proclamation before being circulated. Or, in other words, individuals and organizations must manually proclaim cosmetic products before delivered to the market.

The cosmetic product announcement aims to create a common standard for ASEAN Member States in managing the circulation of cosmetic products. • Technical data or clinical data to demonstrate the specific function of the product (if any);
  • Manufacturer’s license.

In the case enterprises are distributors of products from manufacturers or owners, it is necessary to attach a business license that has the wholesale trade or cosmetic retail to show that the enterprise is eligible for trading in the said commodity.

The validity term of the standard product proclamation is 5 years. After the expiry of this time limit, organizations and individuals that want to continue, they must make a proclamation again before the expiry of the receipt number of cosmetic product proclamation report and pay a regulated cost fee.
