Why choose a hospital for health check-up?

Choosing a reputable hospital for a health check-up is an extremely important decision. Because a quality hospital will provide professional medical examination and treatment services, a team of experienced doctors, modern equipment, helping you receive accurate examination results and appropriate treatment advice. This not only ensures your health but also helps you save time and money during the treatment process. With a team of experienced doctors, well-trained, always updated with the latest medical knowledge. They will help you get an accurate diagnosis and provide an effective treatment regimen. Or modern medical equipment, clean and comfortable clinics will help the medical examination and treatment process take place more quickly, accurately and comfortably. In addition, a clear and professional medical examination and treatment process will help you save time and avoid unnecessary mistakes.

Is a medical examination at a hospital not on the list licensed?

Pursuant to Clause 4, Article 1 of Circular 14/2013/TT-BYT on Health Examination Guidelines, Health examinations can only be performed at medical examination and treatment facilities that have been granted an operating license in accordance with the provisions of the Law on Medical Examination and Treatment and have sufficient conditions as prescribed in this Circular. Therefore, health examinations at hospitals not on the list will not be granted a license.

Why is a health certificate required when issuing a Work Permit Application?

Clause 2, Article 9 of Decree 152/2020/ND-CP (amended and supplemented by Decree 70/2023/ND-CP) stipulates the application for granting Work Permit Application to foreign workers with the following requirements:

“2. A health certificate or medical examination certificate issued by a competent medical agency or organization of a foreign country or Vietnam is valid for 12 months from the date of signing the health conclusion to the date of submission of the application or certificate of good health according to the regulations of the Minister of Health.”

Accordingly, when applying for a Work Permit Application, employees must have documents related to a health examination to prove that their health condition can meet the working conditions, which may include one of the following two documents:

Health certificate in Work Permit Application

Currently, only a few medical examination facilities have sufficient facilities, equipment, and scope of professional activities as prescribed in Circular 14/2013/TT-BYT guiding health examinations to be able to issue health examination certificates for foreigners to ensure authenticity and objectivity for administrative procedures.

Since Vietnam has not signed any mutual recognition treaties or agreements on health with any country or territory, the exchange of labor between countries still requires the approval of health certificates in licensing documents. Before 2015, a number of official documents were compiled to facilitate implementation and were amended many times, such as:

    • Official dispatch 1171/KCB-PHCN&GD 2014
    • Official dispatch 1420/KCB-PHCN&GD 2014 (supplementary)

Thus, the official dispatch 143/KCB-PHCN&GD issued in 2015 updated the List of qualified facilities attached to replace the previous incomplete lists. The number of facilities in the 2015 list was significantly increased, creating convenience for workers.

Similarly, for Vietnamese workers applying for permits to work abroad, hospitals are not centralized into a list but are approved by competent authorities abroad through each official dispatch such as:

    • Official dispatch 848/QLLDNN-QLLD dated July 26, 2005 of the Department of Overseas Labor Management recognized Hong Ngoc Hospital as a hospital qualified to conduct health examinations for workers going to work abroad.
    • Official dispatch 1079/QLLDNN-QLLD dated September 22, 2005 of the Department of Overseas Labor Management recognized that Trang An Hospital (Hanoi city) was authorized by the Taiwan Health Authority to examine and issue Health Certificates for workers going to work in Taiwan since August 23, 2005.
