Why is a medical examination for Vietnam work permit 2026 Required?

Previously, under Clause 2, Article 9 of Decree No. 152/2020/ND-CP, one of the components of the application dossier for a work permit included: “A health certificate or medical examination certificate issued by a competent foreign or Vietnamese medical agency or organization, which is valid for a period of 12 months from the date the medical conclusion is signed to the date of application submission, or a certificate of fitness for work in accordance with the regulations of the Minister of Health.”

However, from August 7, 2025, according to Article 18 of Decree No. 219/2025/ND-CP, one of the components of the application dossier for a work permit includes:

“A medical examination certificate issued by a qualified medical examination and treatment establishment, except where the medical examination results have been connected and shared on the Medical examination and Treatment Management Information System or the National Health Database. For medical examination certificates issued by competent foreign medical establishments, they shall be used in cases where Vietnam and the country or territory issuing the medical examination certificate have a treaty or mutual recognition agreement, and the validity period of such medical examination certificate does not exceed 12 months from the date of issuance.”

Health Certificate issued in Vietnam Must submit a hard copy issued by a competent medical facility, valid for 12 months. Exempt from submitting a paper copy if results are connected/shared on the Health Management Information System or National Health Database.

Does a Foreign Health Certificate Need Consular Legalization?
