Official dispatch No. 143/KCB – PHCN & GD dated February 5, 2015 of the Department of Medical Examination and Treatment – Ministry of Health has marked an important step forward in managing the quality of health examination services for foreigners in Vietnam. The list of medical facilities announced not only ensures transparency but also creates a fair playing field for medical facilities, and helps foreigners feel more secure when choosing a medical examination and treatment address. The above dispatch is accompanied by a list of facilities qualified to conduct health examinations involving foreign elements for work permit application according to Circular No. 14/2013/TT-BYT as follows:

Choosing a reputable hospital for a health check-up is an extremely important decision. Pursuant to Clause 4, Article 1 of Circular 14/2013/TT-BYT on Health Examination Guidelines, Health examinations can only be performed at medical examination and treatment facilities that have been granted an operating license in accordance with the provisions of the Law on Medical Examination and Treatment and have sufficient conditions as prescribed in this Circular. Therefore, health examinations at hospitals not on the list will not be granted a license.
Clause 2, Article 9 of Decree 152/2020/ND-CP (amended and supplemented by Decree 70/2023/ND-CP) stipulates the application for granting Work Permit Application to foreign workers with the following requirements:
“2. A health certificate or medical examination certificate issued by a competent medical agency or organization of a foreign country or Vietnam is valid for 12 months from the date of signing the health conclusion to the date of submission of the application or certificate of good health according to the regulations of the Minister of Health.”
Accordingly, when applying for a Work Permit Application, employees must have documents related to a health examination to prove that their health condition can meet the working conditions, which may include one of the following two documents:
Currently, only a few medical examination facilities have sufficient facilities, equipment, and scope of professional activities as prescribed in Circular 14/2013/TT-BYT guiding health examinations to be able to issue health examination certificates for foreigners to ensure authenticity and objectivity for administrative procedures.
Since Vietnam has not signed any mutual recognition treaties or agreements on health with any country or territory, the exchange of labor between countries still requires the approval of health certificates in licensing documents. Thus, the official dispatch 143/KCB-PHCN&GD issued in 2015 updated the List of qualified facilities attached to replace the previous incomplete lists. The number of facilities in the 2015 list was significantly increased, creating convenience for workers.
