Massage service is becoming quite popular nowadays. According to the provisions of Article 3 of Decree 96/2016/ND-CP amended and supplemented by Decree 56/2023/ND-CP, massage service business includes: using physical therapy methods to massage, and acupressure to serve human health.
According to Decision 36/2025/QD-TTg on issuing the Vietnam Standard Industrial Classification, the massage profession belongs to service 9623 – 96230: Spa and sauna services.
This group includes: Sauna services, massage, sunbathing, non-surgical aesthetics (slimming, body shaping…)
This group excludes the following services:
In addition, in the case of a company dealing in facial massage services, it will be classified in group 9622 – 96220: Beauty care services and other beauty activities.
This group includes: Beauty care activities not performed by medical professionals, such as: Facial massage, pedicure, manicure, makeup, hair removal,… and excludes services: plastic surgery activities performed by medical professionals are classified in group 8620 (Medical and dental practice activities).
Accordingly, foreign service providers are allowed to provide services through a joint venture with a Vietnamese partner or through a business cooperation contract. The minimum investment capital for a specialized treatment facility is 200,000 USD.
Thus, Vietnam has opened its doors for foreign investors to invest in establishing massage service business companies.
According to the Law on Investment 2020, massage service business belongs to the list of conditional business lines. Therefore, when establishing a company in this field, it is necessary to meet certain conditions.

Foreign investors wishing to establish a massage service business company in Vietnam must carry out investment registration procedures according to the provisions of the Law on Investment 2020.
The investment registration agency issues the Investment Registration Certificate to the investor within 15 days from the date of receipt of a valid dossier. In case of refusal to issue the Investment Certificate, the investment registration agency must notify in writing and clearly state the reason.
Enterprises can submit dossiers requesting the issuance of the Enterprise Registration Certificate to the National Business Registration Portal. Then, the enterprise will be granted a business license if the dossier is complete and in accordance with regulations. In case the dossier does not meet the conditions, the enterprise will receive a notice requesting correction and supplementation before resubmitting.
