Client’s require:

Our company is the Manufacturer of optical communication systems products. Recently, we want to set up a factory in Vietnam.

So we would like to know the more details about the application of certificate of origin in Singapore.

Could you kindly help to answer the following questions, high appreciated for any help from you. ????

Questions:

[1] What are the requirements for the Company when apply for the Certificate of Origin in Vietnam?[2]  Can you help us apply for the Certificate of Origin in Vietnam? If yes, please help send the quote to us, thank you.[3]  Could you advice the specific application process for us, thank you.[4]  Which countries have signed bilateral trade agreements with Vietnam? And does Vietnam have preferential policies for the export of optical communication system products?[5]  What is the production proportion of the items in Vietnam so that the company can apply for the certificate of origin?

C/O (certificate of origin) is a certificate of origin of goods issued by a competent authority or representative in the exporting country to certify the origin of that country’s product according to the rules of origin.

Do you want know more details about the application of certificate of origin in Singapore or Vietnam?

About your questions, we would like to answer as follows:

  1. Procedures to get C/O in Vietnam

Step 1: If it’s the first time you apply for C/O, you must register trader dossiers at VCCI. You are only considered granting Certificate of Origin when registering a complete and valid trader dossier.

Trader dossiers contains:

  • Registering signature of the legal representative of the trader or the authorized person to sign the application for C/O, signing The Certificate of origin and the seal of the trader according to the form Number 01
  • Copy of Business Registration Certificate
  • List of establishments producing goods requesting issuance of Certificate of origin (if any)

Step 2: Submit application for C/O

Application for C/O contains:

  • The application for a Certificate of origin of goods is fully declared
  • Form of C/O
  • Copy of Customs export declaration
  • Copy of Commercial Invoice
  • Copy of Bill of Lading
  • Packing List
  • Declaration of origin of the manufacturer or material supplier
  • Copy of Goods production Process
  • Other necessary documents.

Timing for completion of procedures for granting C/O if enterprises have sufficient dossiers according to the above guidance: 2-3 working days.

  2. Viet Nam has signed bilateral trade agreements with many countries and organizations as: China, Korea, Japan… and has preferential policies for the export following these bilateral trade agreements.

  1. The production proportion of the items in Vietnam that the company can apply for the certificate of origin is upon specific GSP Rules of Origin of each importing country.

Certificate of origin of Vietnamese products includes:

  • C / O Form A granted to Vietnamese products exported to countries and territories for Vietnam to enjoy universal tariff preferences;
  • Textile C / O granted to Vietnamese textile and garment products exported under international agreements to which Vietnam is a member;
  • Hand-woven C / O issued to Vietnamese handmade textile products, exported to the EU under Protocol D supplementing the Textile and Garment Agreement between Vietnam and EU;
  • C / O for coffee products supplied to Vietnamese coffee exports under the provisions of the World Coffee Organization;
  • C / O types prescribed by the importing countries of Vietnam or prescribed in international agreements to which Vietnam is a member;
  • C / O Form B is granted to Vietnamese export products in cases where the exporter does not propose to grant one of the above mentioned C / O forms.
