Fire and rescue facilities and fire-rated, fireproof materials and structural elements produced and assembled domestically must ensure correct quality, with announced application standards and technical regulations corresponding to the provisions of law. In particular, it is necessary to obtain a circulation license before circulating information on the market. Fire and rescue facilities, and fire-rated, fireproof materials and structural elements that require a Circulation License in Vietnam
Fire and rescue facilities and fire-rated, fireproof materials and structural elements according to the list specified in Appendix V attached to Decree 105/2025/ND-CP, specifically including:
Fire and rescue facilities:
Fire pumps of all types; pumps of specialized systems installed on fire engines;
Common firefighting facilities: hoses, nozzles; outlets; fire hydrants; fire extinguishers of all types;
Fire extinguishants of all types: water-based extinguishant chemicals; extinguishing powder; extinguishing gas; extinguishing foaming agent;
Devices within fire alarm system: central fire control panels; fire alarms of all types; fire alarms; fire alarm lights; manual call points;
Equipment within firefighting (gases, aerosol, water, powder, foam, water-based extinguishant) system: fire control panel; sirens, alarm, lights, display panels of extinguishant discharge warning; alarm valves; deluge valves; butterfly valves; zoning valves; pressure switches; flow switches; non-metal pipes in automatic water supply system for firefighting; flexible pipes for fire hose; fire department connections; fire extinguishant outlets; gas, aerosol, powder, foam, water-based extinguishant canisters, cylinders;
Exit light, emergency light;
Filter masks; self-contained breathing apparatus.
Fire-rated, fireproof structures and elements:
Fire-rated materials; fire-rated doors;
Fire-rated partitions;
Fire curtains;
Air curtains;
Fireproof materials.
Note cases where a circulation license is not required:
Fire and rescue facilities that are not specified under the above list attached hereto shall be compliant with regulations on quality control, goods labeling in accordance with regulations of the law on product and goods quality, and relevant law provisions.
Where model of fire and rescue facilities, fire-rated, fireproofing elements and structures shares name, functionalities, brand, type, technical performance characteristics, manufacturer, assembling units or importing organizations and individuals as model of fire and rescue facilities, fire-rated, fireproofing elements and structures that has previously been licensed for circulation by competent authorities, the importing organizations and individuals shall not be required to apply for circulation license.
Authority to issue the Circulation License in Vietnam
According to Clause 6, Article 23 of Decree 105/2025/ND-CP, the authority to grant circulation permits for fire and rescue facilities and fire-rated, fireproof materials and structural elements:
Circulation license for fire and rescue facilities shall be issued by police authorities delegated by the Minister of Public Security;
Circulation license for fire-rated, fireproofing elements and structures shall be issued by construction authorities delegated by the Minister of Construction.
Accordingly, Article 11 of Circular 36/2025/TT-BCA provides the following guidance: Fire and rescue police divisions of provincial police authorities shall be licensed to sell the fire and rescue instruments prescribed in Section 1 of Appendix V enclosed with Decree No. 105/2025/ND-CP.
Dossiers required for applying for a Circulation License
According to Clause 2, Article 23 of Decree 105/2025/ND-CP, the application for a circulation license for fire and rescue facilities and fire-rated, fireproof materials and structural elements includes:
Document requesting a circulation license for fire and rescue facilities and fire-rated, fireproof materials and structural elements according to Form No. PC20 attached to Decree 105/2025/ND-CP.
Certificate of factory release; technical documents of fire and rescue facilities, fire-rated, fireproofing elements and structures (if any).
In respect of fire and rescue facilities, fire-rated, fireproofing elements and structures that are domestically manufactured or assembled, must include: Test results appropriate to applicable standards and corresponding technical regulations produced by conformity assessing bodies via product and goods quality test in accordance with product, goods quality, technical regulation, and technical standard laws;
In respect of imported fire and rescue facilities, fire-rated, fireproofing elements and structures, must include: Test results compliant with regulations and standards under Clause 2 Article 44 of the Law on Fire and Rescue produced by foreign testing bodies certified for compliance with ISO/IEC 17025.
How to apply for a Circulation License
Agencies, organizations, and individuals submit 01 set of documents applying for a circulation license to the competent authority through one of the following forms:
In-person;
Online via public service portal; via postal service.
The person sent by the agency, organization, or individual to apply must have a letter of introduction or authorization; present a valid identity card or citizen identification card, electronic identity card, or passport.
Time limit for processing the application for the Circulation License in Vietnam
According to Clause 4 of Decree 105/2025/ND-CP, the competent authority shall process records and issue a circulation license for fire and rescue facilities and fire-rated, fireproof materials and structural elements as follows:
Within 05 working days from the date of receiving a complete and valid dossier, the competent authority shall be responsible for reviewing and granting a circulation license for fire and rescue facilities and fire-rated, fireproof materials and structural elements manufactured, assembled, and imported.
The circulation license for fire and rescue facilities and fire-rated, fireproof materials and structural elements is an electronic or paper copy; the paper copy is issued in case of direct application or by postal service, or upon request when applying online via the public service portal. In case of not granting the circulation license, there must be a written response stating the reason.
Circulation licenses are granted for models of fire and rescue facilities and fire-rated, fireproof materials and structural elements. Fire and rescue facilities and fire-rated, fireproof materials and structural elements manufactured, assembled, and imported according to licensed models are allowed to be circulated on the market.

About goods labeling
Fire and rescue facilities and fire-rated, fireproof materials and structural elements that are granted circulation licenses must comply with the provisions of law on product labels and must show on the product label the circulation license number and the name of the licensing agency to serve the management and inspection of product quality when circulating on the market.
About the declaration of conformity to standards and regulations
Circulation license shall replace the declaration of conformity to standards and regulations.
In respect of fire and rescue facilities, fire-rated, fireproofing elements and structures that must undergo goods quality inspection upon import, agencies, organizations, and individuals that import fire and rescue facilities, fire-rated, fireproofing elements and structures shall perform quality inspection of imports by declaring Form No. PC19 attached hereto and undertaking responsibilities for imports quality in accordance with international standards, regional standards, foreign standards, or Vietnam’s technical standards, technical regulations.
Declaration of imported fire and rescue facilities, fire-rated, fireproofing elements, and structures shall be attached to the customs declaration. Agencies, organizations, and individuals importing fire and rescue facilities, fire-rated, fireproofing elements, and structures shall, after performing customs declaration, be granted customs clearance and apply for a circulation license before market circulation of imported fire and rescue facilities, fire-rated, fireproofing elements, and structures.
Responsibility for the declaration on the declaration software of the database system of the specialized management agency
Agencies, organizations, and individuals importing, manufacturing, and assembling fire and rescue facilities and fire-rated, fireproof materials and structural elements before circulating the equipment, materials, and components are responsible for declaring on the declaration software of the Database system of the specialized management agency the following information:
Circulation license number, issuing authority of the circulation license.
Case of revocation of the circulation license
Circulation license shall be revoked when:
License holders have been met with punitive actions imposed by competent authorities due to inability to maintain quality of fire and rescue facilities, fire-rated, fireproofing elements and structures in accordance with declared and applied standards, Vietnam’s technical regulations or international standards, regional standards, foreign standards;
Application for circulation license is found to have been falsified, or the circulation license has been unlawfully issued.
Agencies, organizations, and individuals whose circulation licenses are revoked are not allowed to circulate or continue to fire and rescue facilities, fire-rated, or fireproofing elements on the market.
