Binh Duong applies Electronic Enterprise Registration Certificate from 2025

In the context of promoting digital transformation and reforming administrative procedures, on February 11, 2025, the Department of Planning and Investment of Binh Duong Province issued an important announcement, No. 18/TB-SKHDT, regarding the implementation of electronic business licenses starting in 2025. This marks a significant step in modernizing administrative processes and facilitating the business community.     What is an Electronic Enterprise Registration Certificate?

    This is a type of certificate issued according to the legal procedures of business law; however, instead of the previous hard copy format, the Business Registration Office at the Departments of Planning and Investment will switch to using electronic copies. This is a form of business registration certification used in many countries, notably Singapore and the United States, aimed at simplifying administrative procedures and generating numerous benefits for both businesses and government administrative agencies.

    Binh Duong to Implement Issuance of Electronic Enterprise Registration Certificate from 2025

    This announcement is based on two important documents in the reform of public administrative procedures and the construction of e-government:

    • Official Dispatch No. 6030/UBND-NC, dated November 17, 2023, from the People’s Committee of Binh Duong Province on implementing Directive No. 27/CT-TTg of the Prime Minister, which calls for further reforms and improvements in handling administrative procedures and providing public services to individuals and enterprises.
    • Official Dispatch No. 16/ĐKKD-TTHT dated January 16, 2024, from the Business Registration Management Department (Ministry of Planning and Investment) on implementing the digital signature process for business registration certificates.

    According to these official documents, from February 11, 2025, the Binh Duong Department of Planning and Investment will officially implement digital signatures on business registration certificates. This marks a significant transition from traditional methods to modern electronic processes.

    Legal Validity of Electronic Enterprise Registration Certificates

    A particularly important point to note is that electronic enterprise registration certificates have the same legal validity as traditional paper versions. This legal validity is ensured by current laws and is explicitly stated in Notice No. 18/TB-SKHDT issued by the Binh Duong Department of Planning and Investment on February 11, 2025.
