    Dossier of participation in voluntary social insurance in Vietnam

    Dossiers of subjects participating in voluntary social insurance need to be prepared:

    • Declaration of participation and adjustment of information related to social insurance and health insurance according to the latest form TK1 – TS in 2025.
    • The CCCD card (ID card) is used to present and compare registration information.

    If the dossier is submitted at the one-stop shop of the managing social insurance agency, it will be approved and notified to the voluntary social insurance participant within the prescribed time.

    Conditions for participating in voluntary social insurance in 2025 in Vietnam

    To register for online voluntary social insurance in 2025, first of all, you must be allowed to participate in social insurance according to regulations, including employees and free individuals who want to pay voluntary social insurance and are not in the group of subjects participating in compulsory social insurance.

    Next, you need to create an account for yourself on the national public service portal or the Vietnam Social Insurance website to complete the procedures for participating in voluntary social insurance online – in person. Registering an account is completely free, details on how to register will be guided by us right below.

    Step 1: Log in to the national public service portal

    You access the National Public Service Portal by following the link: https://dichvucong.gov.vn/p/home/dvc-trang-chu.html

    Continue to click “Login”, if you do not have an account, you need to click the “Register” button then fill in all the required information to complete the account registration procedure.

    Step 2: Users click “Online payment” => “Pay voluntary social insurance”.

    Enter your social insurance number and click the “Lookup” button. If the social insurance number is entered correctly, information about the participant, payment method with the social insurance participation period will be displayed.  At this step, you need to select the bank of the social insurance agency where you register. Continue to click the “Payment” button.

    Step 3: Pay voluntary social insurance money online

    On the screen, after clicking the “Payment” button, the social insurance system will automatically redirect to the bank where the participant opens the account.

    Step 4: Log in to your bank account to complete the procedures for social insurance payment

    The system will display the payment information again, users need to double-check the information again before clicking the “Confirm” button.

    Step 5: Payment procedures are completed

    When the participant has completed the online social insurance payment procedure, the system will navigate and return to the National Public Service Portal with the message “Payment Successful”. Tap the “Load receipt” box to download your payment receipt. To be sure, you can check the history of your trades again.

    Voluntary social insurance payment rate according to the latest regulations

    In order to encourage people to participate in social insurance, the State is currently supporting the voluntary social insurance payment rate so that participants can enjoy retirement and survivorship benefits in old age.

    According to regulations, the monthly voluntary social insurance payment rate is calculated as 22% of the income selected by the voluntary social insurance participant.

    In which:

    • The monthly income level on which voluntary social insurance premiums are paid must not be lower than the poverty line of rural areas. The poverty line in rural areas in the period of 2021 – 2025 is 1,500,000 VND/person/month.
    • The monthly income as a basis for paying voluntary social insurance must not exceed 20 times the base salary at the time of payment. From July 1, 2024, the base salary is 2,340,000 VND/month. Therefore, the highest monthly income as a basis for participating in voluntary social insurance is 46,800,000 VND/person/month.
    • Regarding the level of support for voluntary social insurance payment supported by the State for a number of participants, it is prescribed to support according to the percentage of monthly social insurance premiums according to the standard level of poor households in rural areas as prescribed, specifically:
      • Equal to 30% for participating teams belonging to poor households.
      • Equal to 25% for participants belonging to near-poor households.
      • Equal to 10% for other subjects.

    The time for voluntary social insurance participants to be supported by the State will depend on the time of participation in social insurance but must not exceed 10 years, i.e. 120 months.

    According to the provisions of Article 98 of the Law on Social Insurance 2024, voluntary social insurance participants are entitled to a pension when they reach the retirement age as prescribed in Clause 2, Article 169 of the Labor Code 2019 and have paid social insurance premiums for full 15 years or more.
