Implementing Resolution No. 1656/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hanoi city, the new Dong Da ward has been officially established on the basis of mergers from previous administrative units. Information on new administrative boundaries in Dong Da Ward

Dong Da Ward was established based on the merger of the following wards:

“Arrange the entire natural area, population size of Thinh Quang ward and part of the natural area and population size of Quang Trung wards (Dong Da district), Lang Ha, Nam Dong, O Cho Dua, Trung Liet into a new ward called Dong Da ward.”

• Lang Ha Ward: This is the busiest ward in Dong Da district, known as the “financial street” because of the concentration of office buildings, headquarters and branches of many large banks. This ward also includes a crowded residential area (notably Thanh Cong collective area) and large service and entertainment venues such as the National Cinema Center, Thanh Cong Lake.
• O Cho Dua Ward: This is considered one of the busiest wards in Hanoi. This place has the O Cho Dua intersection (including underpasses and overpasses) and is the gathering point of busy commercial streets such as Xa Dan, Ton Duc Thang, Nguyen Luong Bang, La Thanh. Here, commercial and service activities take place almost 24/7.
• Quang Trung Ward: This ward has a combination of historical values and modern commerce. This place has the relics of Go Dong Da associated with King Quang Trung. In terms of economy, the ward owns Tay Son street – a busy shopping street (especially fashion and electronics).
• Trung Liet Ward: The characteristic of this ward is a center of education and technology, including Thuy Loi University. In addition, the ward is also famous as the “technology street” of Thai Ha, where there are many shops selling computers, phones and electronic equipment.
• Nam Dong Ward: This is a typical residential ward with the characteristics of “Old Hanoi”. Large-scale and long-standing collective areas such as Nam Dong Collective Area and part of Kim Lien Collective Area are all here.

Cases in which business registration must be changed in Dong Da Ward

According to the provisions of Clause 1, Article 30 of the Law on Enterprises 2020, the address of the head office is one of the contents that must be registered in the enterprise dossier. However, in case the head office address is changed not due to the relocation of the enterprise but due to the adjustment or merger of administrative boundaries under the State’s decision, the application process will be carried out according to a different procedure. Specifically, in Official Letter 4370/BTC-DNTN in 2025, the authorities have detailed instructions on this issue as follows:

“Enterprises, business households, cooperatives, cooperative unions, and cooperative groups continue to use the issued Enterprise Registration Certificates, Business Household Registration Certificates, Cooperative Registration Certificates, Cooperative Group Registration Certificates, Certificates of Operation Registration of Branches/Representative Offices/Business Locations.

2. Business registration agencies may not request enterprises, business households, cooperatives, cooperative unions and cooperative groups to register changes in address information due to changes in administrative boundaries. Enterprises, business households, cooperatives, cooperative unions and cooperative groups shall update information on addresses due to changes in administrative boundaries on enterprise registration certificates, business household registration certificates, cooperative registration certificates, cooperative group registration certificates, etc Certificate of registration of operation of branches/representative offices/business locations when there is a need or at the same time when registering changes, notifying changes in other contents in the registration of enterprises, business households, cooperatives, unions of cooperatives, cooperative groups.”

The official letter clearly states that enterprises (as well as business households, cooperatives, etc.) are allowed to continue using the Business Registration Certificate and the previously issued operation registration certificates. Business registration agencies are not allowed to require organizations and enterprises to register changes in address information due to changes in administrative boundaries. From the above legal grounds, it can be affirmed that updating the business registration address due to the merger of wards and districts in this case is not mandatory.

Dossier to change business registration in Dong Da Ward

• Decision of the owner (for a single-member limited liability company), decision of the members’ council (for a limited liability company with two or more members), decision of the General Meeting of Shareholders/Board of Directors (for a joint-stock company);
• An application for registration of changes in the contents of the Enterprise Registration Certificate/Notice of change of enterprise registration contents according to form No. 12 of Circular 68/2025/TT-BTC on forms used in enterprise registration and business household registration;
• List of beneficiary owners according to form No. 10 of Circular 68/2025/TT-BTC on forms used in enterprise registration and business household registration;
• Depending on the content of the change, it will be necessary to add additional documents as follows:
  • Change of legal representative: Supplement the transfer contract/liquidation record of the LC (if transfer activities arise);
  • Changing the address of the company’s head office other than the managing tax authority: If the enterprise changes to a different address from the managing tax authority, it is necessary to carry out tax finalization procedures at the old base tax to switch to the new base tax;
  • Charter capital increase: Minutes of the meeting on the capital increase, papers certifying the completion of capital contribution;….

Submission and processing of dossiers to change business registration in Dong Da Ward

Application Method

Enterprises carry out procedures for changing business registration contents through online form. The dossier is submitted at the National Business Registration Portal at the official address: https://dangkyquamang.dkkd.gov.vn/online/Default.aspx

Processing Time and Fees

According to regulations, the time limit for processing dossiers is 03 working days from the date the business registration agency receives a valid dossier. Fees are prescribed as follows:

• Fee exemption: If the enterprise only carries out the procedure for updating the address due to the change of administrative boundaries, the enterprise will be exempt from the fee for disclosure of business registration contents.
• Collect fees according to regulations: If the enterprise combines the update of this address with other changes (for example, changes in charter capital, business lines, representatives, etc.), the enterprise will pay a fee of 100,000 VND for announcing the change of content.

Legal entity seal

Re-engraving the seal is not mandatory in all cases. Enterprises only have to carry out this procedure when the information on the ground is changed due to the update of business registration. Specifically, in the case of a ward merger, the enterprise only needs to re-engrave the seal if the name of the old ward is engraved on the old seal. Similarly, other cases in which it is mandatory to re-engrave the seal include: changing the company name, changing the type of enterprise or changing the head office to another province. According to current regulations, enterprises have the autonomy in engraving, managing and using seals without carrying out procedures for notifying seal samples to competent state agencies.
