Business registration agencies nationwide are not allowed to require enterprises to carry out procedures for changing address information.
Instead, the update will be carried out when the enterprise has actual needs (for example, necessary for signing contracts, making loan documents, bidding documents, etc.) or at the same time when the enterprise registers changes to other contents in the dossier (for example: change of investment capital, addition of business lines, legal representatives, etc.).
Applicable to both Business Registration and Investment Registration
Although the initial guiding documents focused mainly on the field of business registration under the Law on Enterprises, this guiding spirit was similarly applied to the field of investment under the Law on Investment. Accordingly, investors are not under pressure to adjust the Investment Registration Certificate but can actively choose the most suitable update time with the project’s operation plan. Thus, the State’s policy is to provide maximum support for the business community to stabilize its operation. The update of the address due to the merger of boundaries is necessary in the long term to ensure the consistency of national data but is allowed to be done in a proactive and business-friendly way.
Cases in which the Investment Registration Certificate must be adjusted in Cho Lon Ward
According to Article 41 of the Law on Investment 2020, in case the adjustment of the investment project changes the content of the Investment Registration Certificate, the investor shall carry out the procedures for adjusting the Investment Registration Certificate. Specifically, cases that change the content of the Investment Registration Certificate include:
Name of the investment project.
Investors.
Investment project code.
Location of investment project implementation, land area used.
Objectives and scale of the investment project.
Investment capital of the investment project (including the investor’s contributed capital and mobilized capital).
Duration of operation of the investment project.
Progress of investment project implementation.
Forms of investment incentives and support, grounds and conditions for application (if any).
Conditions for investors implementing investment projects (if any).
Dossier to adjust Investment Registration Certificate in Cho Lon Ward
According to Clause 16, Article 1 of Decree 239/2025/ND-CP amending Decree 31/2021/ND-CP guiding the Law on Investment, a dossier to carry out procedures for adjusting the Investment Registration Certificate includes the following documents:
Written request for adjustment of the investment project (Form A.I.1 according to Circular 25/2023/TT-BKHDT);
Report on the implementation of the investment project up to the time of adjustment;
The investor’s decision on the adjustment of the investment project for the institutional investor;
Copy of identity card/ID card/passport (for individual investors) or certificate of establishment/equivalent documents (for institutional investors);
Proposal of the investment project, clearly stating the contents of adjustment (objectives, scale, investment capital, location, duration, schedule, labor, investment incentives);
Financial statements of the last 02 years or commitment to financial support from the parent company/financial institution;
Documents related to the content of the adjustment (e.g. land lease contract if the project location is changed).

The Department of Finance of Ho Chi Minh City shall adjust the Investment Registration Certificate for investment projects located outside industrial parks, export processing zones, hi-tech parks and economic zones.

Management Board of Hi-Tech Parks and Industrial Parks of Ho Chi Minh City
The Management Board of Hi-Tech Parks and Industrial Parks of Ho Chi Minh City shall adjust the Investment Registration Certificate for investment projects in industrial parks, export processing zones, hi-tech parks and economic zones.

Processing dossiers to adjust Investment Registration Certificate in Cho Lon Ward
Receiving dossiers: The Investment Registration Agency receives dossiers from investors.
Classification, adjustment and determination of processing time:
For normal cases: The processing time is 07 working days.
For cases of changing the name of the project/investor; adjusting the schedule/deadline; or updating the address due to the merger: The processing time is 03 working days.
The specialist verifies the validity of the dossier.
Issuance of handling decisions:
If the dossier is valid: An adjusted investment registration certificate shall be issued.
If the dossier is invalid: Issue a written notice, request the investor to amend and supplement it.
