Reduced International Travel Business License Fees in 2025

Recently, on June 30, 2025, the Ministry of Finance issued Circular No. 64/2025/TT-BTC regulating the collection and exemption of several fees and charges to support businesses and people. According to Circular No. 64/2025/TT-BTC, there are about 46 fees and charges that have been adjusted down, with a reduction of 50% compared to the old level from July 1 to December 31, 2026, including fees and charges for granting international travel licenses. Below, Viet An Law will update the new regulations on reduced international travel business license fees in 2025.

    Fees and charges for granting international travel business licenses according to Circular 33/2018/TT-BTC

    Pursuant to Article 4 of Circular 33/2018/TT-BTC, the fees and charges for international travel licenses are as follows:

    Appraisal fee for granting an international travel business license:

    • New issuance: 3,000,000 VND/license;
    • Exchange issuance: 2,000,000 VND/license;
    • Re-issuance: 1,500,000 VND/license.

    The fee for assessing and issuing international tour guide cards, including new issuance, exchange, and re-issuance, is 650,000 VND/card.

    Accordingly, organizations and individuals when submitting applications to the state management agency of tourism to issue an international travel business license and an international tour guide card must pay fees according to these regulations.

    Fee and charge collection organizations include:

    • Issuance of International Travel Business License: Vietnam National Authority of Tourism;
    • Issuing international tour guide cards: provincial tourism authority (usually the Department of Culture and Sports and the Department of Tourism).

    The reduction rate of the international travel business license fee in 2025

    According to Circular No. 64/2025/TT-BTC, the collection rates of some fees and charges to support enterprises and people from July 1, 2025 to December 31, 2026 will be reduced.

    For international travel services, the appraisal fee for granting an international travel business license is stipulated as follows: “Equal to 50% of the fee collection level prescribed in Clause 1, Article 4 of Circular 33/2018/TT-BTC dated March 30, 2018 of the Minister of Finance stipulating the collection level, collection, payment and management regime of appraisal fees for granting international travel service business licenses, domestic travel service business licenses; appraisal fee for granting tour guide cards; fee for granting licenses to establish representative offices in Vietnam of foreign travel service businesses”.

    Thus, the fee for appraisal of the issuance of a new International Travel Business License will be equal to 50% of the current fee prescribed in Clause 1, Article 4 of Circular No. 33/2018/TT-BTC. Specifically as follows:

    Reduced international travel business license fees from 01072025

    • New issuance: 1,500,000 VND/license;
    • Exchange issuance: 1,000,000 VND/license;
    • Re-issuance: 750,000 VND/license.

    Note: The above fee applies to the use of online public services.

    Term of application

    The reduction in fees for international travel business licenses applies from July 1, 2025 to December 31, 2026.

    From January 1, 2027 onwards, the collection rates of fees and charges specified in the above Table shall comply with the old regulations in Circular 33/2018/TT-BTC.

    Recent regulations on reducing international travel license fees

    In recent times, the Ministry of Finance has repeatedly issued regulations on reducing fees and charges related to international travel services to support enterprises and people, especially during the recovery period after COVID-19. Specifically:

    • Circular 43/2024/TT-BTC: 50% reduction in appraisal fee for granting domestic travel service business license from July 1, 2024 to December 31, 2024.
    • Circular 44/2023/TT-BTC: 50% reduction in appraisal fee for granting domestic travel service business license from July 1, 2023 to December 31, 2023.
    • Circular 120/2021/TT-BTC: 50% reduction in appraisal fee for granting domestic travel service business license from January 1, 2022 to June 30, 2022.

    Note the conditions for being granted an international travel business license.

    To be granted a license to conduct international travel services, it is necessary to meet the conditions pursuant to Article 30 and Clause 2, Article 31 of the Law on Tourism 2017 as follows:

    Scope of travel service business

    International travel service businesses are allowed to conduct international travel services and domestic travel services, specifically:

    • Domestic travel services business serving domestic tourists.
    • International travel services business serving international tourists coming to Vietnam and tourists going abroad.

    Note: FDI enterprises are only allowed to provide international travel services to serve international tourists coming to Vietnam, except in cases where international treaties to which the Socialist Republic of Vietnam is a member provide otherwise.

    Deposit

    Pursuant to Article 14 of Decree 168/2017/ND-CP amended by Article 1 of Decree 94/2021/ND-CP, the regulations on the deposit level for international travel business are as follows:

    • For international tourists coming to Vietnam: 50,000,000 VND;
    • For tourists going abroad: 100,000,000 VND;
    • For international tourists coming to Vietnam and tourists going abroad: 100,000,000 VND.

    Travel service businesses must deposit at the bank by sending a request to deposit money into the bank account. Then, the deposit-receiving bank and the enterprise execute a deposit contract. Based on this deposit contract, the deposit-receiving bank will freeze the deposit money of the travel service business deposited at the bank.

    After blocking the deposit of the travel service business enterprise, the deposit receiving bank will issue a Certificate of deposit for travel service business to the enterprise.

    Note: The reduction in the fee for granting an international travel business license does not affect the deposit level. Enterprises must still deposit funds for international travel business services according to the above regulations in Decree 168/2017/ND-CP.

    • The person in charge of the travel service business must have a college degree or higher in a travel major
    • In case of a college degree or higher in another major, a certificate in international travel operations is required.

    A person who is proficient in a foreign language is a person who meets one of the following criteria:

    • Have a college degree or higher in language or foreign language, foreign language interpretation, or foreign language pedagogy;
    • Have a college degree or higher in a training program in a foreign language or foreign language;
    • Have a college degree or higher from abroad with a training program in the official language of the host country;
    • Have one of the following valid foreign language certificates issued by a competent organization or agency: Foreign language certificate from level 4 or higher according to the 6-level foreign language proficiency framework for Vietnam; foreign language proficiency certificate equivalent to level 4 or higher according to the 6-level foreign language proficiency framework for Vietnam or equivalent to level B2 or higher.

    Vietnam National Authority of Tourism is the agency that assesses and grants international travel business licenses to enterprises.

    Dossier components

    Pursuant to Article 33 of the Law on Tourism 2017, the application for an international travel business license includes:

    • Application for International travel service business license according to Form No. 01 Appendix II Circular 04/2024/TT-BVHTTDL
    • Certified copy of Enterprise Registration Certificate or Investment Registration Certificate
    • Original Certificate of deposit for travel service business according to Form No. 01 specified in the Appendix attached to Decree 168/2017/ND-CP
    • Certified copy of Diploma, certificate of the person in charge of travel business;
    • Certified copy of the Appointment Decision or labor contract between the travel service business enterprise and the person in charge of the travel service business.

    Time limit for processing dossier

    Within 10 days from the date of receiving valid dossiers, the Vietnam National Authority of Tourism shall issue an international travel business license and notify the Department of Culture, Sports and Tourism of the province where the enterprise is headquartered.
