In accordance with Resolution No. 1656/NQ-UBTVQH15 dated June 16, 2025, of the Standing Committee of the National Assembly on the reorganization of commune-level administrative units, Hanoi officially established a new administrative unit called Lang Ward. This is the result of a multi-layered administrative boundary adjustment process aimed at optimizing natural area and population size in the urban area.
The structure of Lang Ward was established by merging the entire area and population of Lang Thuong Ward, combined with the remaining areas of Lang Ha and Ngoc Khanh Wards after the separation steps according to the planning. Specifically:
Lang Ward, Hanoi after administrative merger
The changes in administrative boundaries according to Resolution No. 1656/NQ-UBTVQH15 not only affect population management but also create an urgent need for legal documentation for investment projects. Based on Clause 2, Article 33 of the Investment Law 2025, investors are obligated to carry out project adjustment procedures when there are changes to the contents recorded on the IRC, including the “project implementation location”.
From July 1st, 2025, there has been a significant change in the administrative unit’s name with the establishment of Lang Ward from Lang Thuong Ward and parts of Lang Ha and Ngoc Khanh Wards. Therefore, updating the address from the old ward name to “Lang Ward” is a mandatory requirement to ensure consistency within the national management system. Furthermore, if the adjustment changes the location, the investor must obtain approval for the adjustment of the investment policy before submitting the adjusted IRC application. (Clause b, Point 3, Article 33 of the Investment Law 2025).
According to the Investment Law 2025 and Decree 239/2025/ND-CP, specific steps are stipulated to ensure transparency of investment information and reduce processing time for dossiers.

To adjust the Investment Registration Certificate (IRC) in Lang Ward, Hanoi when the project is subject to investment policy approval, the following two-step process must be followed: (1) Apply for investment policy adjustment approval at the competent authority (Hanoi People’s Committee/Management Board) and (2) Submit the IRC adjustment application after receiving the investment policy approval decision.

Procedure for amending the Investment Registration Certificate (IRC) in Lang Ward, Hanoi
The dossiers for investment approval includes:
Step 1: The investor or competent state agency submits one set of dossiers, along with an electronic copy, to the Department of Finance.
Step 2: Within 2 days of receiving a valid application, the Department of Finance will send the application for appraisal to relevant departments, the People’s Committee of the commune where the project is planned to be implemented, and other relevant local agencies regarding matters within the scope of their respective state management responsibilities.
Step 3: Within 7 days of receiving the proposal from the Department of Finance, the consulted agency shall provide its assessment of the content within its scope of state management and send it to the Investment Registration Authority.
Step 4: Within 14 days of receiving a valid application, the Department of Finance prepares an appraisal report and submits it to the Provincial People’s Committee
Step 5: Within 3 days of receiving the application and appraisal report, the Provincial People’s Committee reviews and approves the investment plan.
(2) Submitting the dossier to amend the Investment Registration Certificate
Based on Decree 19/2026/ND-CP, effective from January 14, 2026, the procedure for adjusting the IRC in Lang Ward, Hanoi is as follows:
Step 1: After receiving the decision approving the adjustment of the investment policy, the investor submits the application to the investment registration authority.
Step 2: Issuance of the Amended Investment Registration Certificate
Article 47 of Decree 31/2021/ND-CP, as amended by Clause 16, Article 1 of Decree 239/2025/ND-CP, stipulates that the Investment Registration Authority shall issue an amended IRC according to the approved content.
Step 3: The time limit for issuing the Amended Investment Registration Certificate, as stipulated in Article 2 of Decree 239/2025/ND-CP, is within 5 working days from the date of the decision approving the adjustment of the investment policy.

Based on Article 33 of the Investment Law 2025 and Decree 122/2021/ND-CP on administrative penalties in the field of planning and investment, investors are obligated to carry out the procedure for adjusting the IRC within 30 days from the date of any change in the investment project content. The establishment of Lang Ward officially takes effect from the date stipulated in the Resolution; therefore, this is considered the starting point for calculating the deadline for fulfilling the notification obligation.
If enterprises fail to update their addresses within the aforementioned deadline, in addition to facing administrative penalties, they will also encounter difficulties in exercising their rights related to investment incentives, VAT refunds, or bank credit transactions that require current legal information.
If an enterprise fails to amend its IRC when mandatory changes occur, the management agency may impose administrative penalties and apply remedial measures.
