According to Resolution 1656/NQ-UBTVQH15 effective from June 16, 2025, Cua Nam Ward will organize the rearrangement as follows:
“To arrange the entire natural area and population size of Hang Bai, Phan Chu Trinh and Tran Hung Dao wards, part of the natural area and population size of Cua Nam, Nguyen Du, Pham Dinh Ho wards and the rest of Hang Bong, Hang Trong and Trang Tien wards after being arranged according to the provisions of Clause 1 of this Article into new wards called Cua Nam Ward”

According to Official Letter 4370/BTC-DNTN in 2025, guiding business registration in case of change of administrative boundaries.
“Enterprises, business households, cooperatives, cooperative unions, and cooperative groups continue to use the issued Enterprise Registration Certificates, Business Household Registration Certificates, Cooperative Registration Certificates, Cooperative Group Registration Certificates, Certificates of Operation Registration of Branches/Representative Offices/Business Locations.
2. Business registration agencies may not request enterprises, business households, cooperatives, cooperative unions and cooperative groups to register changes in address information due to changes in administrative boundaries. Enterprises, business households, cooperatives, cooperative unions and cooperative groups shall update information on addresses due to changes in administrative boundaries on enterprise registration certificates, business household registration certificates, cooperative registration certificates, cooperative group registration certificates, etc Certificate of registration of operation of branches/representative offices/business locations when there is a need or at the same time when registering changes, notifying changes in other contents in the registration of enterprises, business households, cooperatives, unions of cooperatives, cooperative groups.”
Therefore, updating the information on the business registration certificate in this case is not mandatory. Enterprises have the right to take the initiative to do so when there is a need, or combine in other times of registration to change content in the future.
Documents to be prepared include:
Receiving agency: Business Registration and Corporate Finance Department – Hanoi Department of Finance.
Submission method: Submit online via the National Business Registration Portal (dangkykinhdoanh.gov.vn).
Processing time: 03 working days for procedures for changing business registration from the date the Business Registration and Corporate Finance Department receives the dossier during office hours.
Fees: Exemption from fees for announcing changes in enterprise registration.
Enterprises may make changes to other business registration contents but will have to pay a fee for announcing changes to enterprise registration. The dossier to be prepared includes:
What is a Beneficial Owner?
According to Article 17, Decree 168/2025/ND-CP on enterprise registration on the criteria for determining the beneficial owner of the enterprise as follows:
“1. The beneficial owner of an enterprise with legal status (hereinafter referred to as the beneficial owner of the enterprise) is an individual who satisfies one of the following criteria:
a) Individuals who directly or indirectly own 25% of the charter capital or 25% or more of the total voting shares of the enterprise;
b) Individuals have the right to govern the approval of at least one of the following matters: Appointment, dismissal or dismissal of the majority or all members of the Board of Directors, the Chairman of the Board of Directors, the Chairman of the Board of Members; the legal representative, director or general director of the enterprise; amending and supplementing the charter of the enterprise; changes in the organizational structure of the company’s management; reorganize and dissolve the company.
2. An individual who owns an indirect property as prescribed at Point a, Clause 1 of this Article is an individual who owns 25% or more of the charter capital or 25% or more of the total voting shares of the enterprise through another organization.”
The enterprise must declare information on the beneficial owner of the enterprise when making changes along with other contents.
