What is a Personnel Certificate?

Personnel certification for relatives who are overseas Vietnamese citizens is a type of paper issued to confirm personal information of relatives living abroad. This document is required when relatives abroad need to carry out administrative procedures related to lost ordinary passports.

Purpose of Personnel Certification

• Relationship verification: Verify the relationship between the applicant and relatives abroad.
• Administrative procedure support: As a basis for re-issuance of passports, laissez-passers or other identity documents to relatives abroad.

Who can apply for a personnel certificate?

Vietnamese citizens living in the country: Grandparents, fathers, mothers, wives, husbands, children, brothers, sisters, aunts, uncles and uncles of Vietnamese citizens living abroad who have lost their ordinary passports and need to return home immediately.

Dossier of application for a certificate of personnel of an overseas Vietnamese citizen

• Declaration of request for identity certification for overseas Vietnamese citizens applying for passport (form TK03) issued together with Circular No. 31/2023/TT-BCA dated July 20, 2023 of the Ministry of Public Security
• 02 newly taken photos of overseas Vietnamese citizens applying for passports according to regulations (size 4cm x 6cm, straight face, bare head, clear face, clear ears, no glasses, polite clothes, white background);
• Papers proving the relationship of the applicant for the certificate of personnel with relatives abroad who have lost their passports; in case there are no papers to prove it, there must be an explanation.
• The valid identity card, citizen identity card or passport of the applicant for personnel certification for relatives for inspection and comparison.

Procedures for issuance of personnel certificates of overseas Vietnamese citizens

Step 1: Prepare the dossier in accordance with the law.

Step 2: Submit the application

• Vietnamese citizens who meet the above conditions shall submit their dossiers at one of the two working offices of the Immigration Department – Ministry of Public Security on working days (specifically from Monday to Saturday morning every week except public holidays and Tet):
  • 44-46 Tran Phu Street, Ba Dinh District, Hanoi City.
  • 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
• The dossier-receiving officer shall examine the legality and contents of the dossier:
  • If they are complete and valid, they shall receive the dossier, issue a letter of appointment to return the results and request the payment of fees to the fee-collecting officers. The officer who collects the procedure fee is 100,000 VND/certificate, and hands over the fee receipt to the applicant.
  • If the dossier is invalid, the dossier-receiving officer shall guide the applicant to fully supplement the dossier as prescribed.

Step 3: Get Results

The applicant for personnel certification for relatives directly receives the results at the Immigration Department, Ministry of Public Security. When coming to receive the results, bring the appointment letter to return the results, the receipt of payment, and present the valid identity card, citizen identity card or passport for examination and comparison.

Note: Time to return results: from Monday to Friday every week (except Tet and holidays).
