Opening a Company in the New Kien Hung Ward

Kien Hung ward was originally established under Government Resolution No. 19 dated May 8, 2009, with a total natural area of 428.46 hectares and a population of 15,729 people, residing across 16 residential groups. To the east, it borders Huu Hoa commune, Thanh Tri district; to the west, it borders Ha Cau ward and Phu La ward, Ha Dong district; to the south, it borders Cu Khe commune, Thanh Oai district and Phu Luong ward, Ha Dong district; and to the north, it borders Phuc La ward, Ha Dong district and Tan Trieu commune, Thanh Tri district.

Currently, under Resolution 19/NQ-HDND issued in 2025, the Hanoi People’s Council has approved the policy on reorganizing commune-level administrative units in Hanoi. Specifically, Kien Hung becomes the commune-level administrative unit with the smallest area and population after the restructuring, with a total area of 6.46 km² and a population of 62,984 people.

The new Kien Hung ward is formed from the majority of the natural area and population of the former Kien Hung and Phu La wards (Ha Dong district); and from parts of the natural area and population of Phu Luong, Ha Cau, and Quang Trung wards (Ha Dong district), Tan Trieu commune (Thanh Tri district). It is expected that the headquarters of the party committee, people’s council, people’s committee, Fatherland Front, and other socio-political organizations will be located at the current Kien Hung ward people’s committee office.

Kien Hung ward holds a strategically advantageous geographical position, being adjacent to major transportation arteries such as Route 70A, Quang Trung – Nguyen Trai street, and the Cat Linh – Ha Dong urban railway line. In addition, major urban areas such as Thanh Ha – Cienco5, Van Phu, and Xa La have attracted tens of thousands of residents, generating strong demand for services in commerce, education, healthcare, and logistics.

In the first quarter of 2025, Ha Dong district recorded hundreds of newly registered businesses each month, with stable growth, particularly in densely populated wards such as Van Phu, Phu La, and Kien Hung. According to regulations, business registration involves submitting the application to the Business Registration Office under the Department of Finance of the locality where the company’s head office is located.

Dossier and procedures for opening a company

Step 1: Choose the appropriate type of business entity

The applicant for business registration can choose one of the following types of enterprises:

  • One-member limited liability company or multi-member limited liability company;
  • Joint stock company;
  • Private enterprise.

Step 2: Prepare and submit the application for business registration

The business registration dossier includes:

  • Company charter;
  • Application for enterprise registration;
  • List of founding shareholders (for joint stock companies);
  • List of members (for multi-member limited liability companies);
  • Letter of authorization/service contract copy/application submission receipt copy (for example, power of attorney authorizing Viet An Law to handle the procedure);
  • Certified copies of valid personal identification documents of the members, legal representative, and authorized person applying.

After preparing the documents, the applicant may choose one of the following two methods to submit online via the National Business Registration Portal to the Business Registration Office under the Department of Finance, where the company’s head office is located.

Notes when opening a company in the new Kien Hung ward

  • Update the correct administrative address: If the ward name has changed, it is necessary to accurately enter the updated name according to the national administrative boundary database to avoid rejection of the application.
  • Verify the legal status of the head office address: The business location must not be a state-owned residential property, must not violate urban planning regulations, and must not be located in areas where business activities are prohibited.
  • Register business lines in accordance with actual operations: Certain conditional sectors (such as education, real estate, security, etc.) require compliance with specific legal conditions.
  • Prepare a corporate bank account and digital signature in advance to facilitate tax declarations and the issuance of electronic invoices.
  • Pay attention to startup support policies: New enterprises may be eligible for support policies from the people’s committee of the district or the department of finance if specific conditions are met.
