Corporate Digital Identification Codes in Vietnam

In the context of the ongoing global digital transformation, digital identification plays a crucial role in ensuring authenticity, security, and efficiency in online transactions. The regulations regarding corporate digital identification codes represent a significant step forward in promoting a transparent digital business environment while facilitating the activities of state agencies, organizations, and individuals. Below, Viet An Law will provide updates on the regulations concerning corporate digital identification codes in Vietnam.

    What is the corporate digital identification code?

    According to Article 5 of Decision No. 20/2020/QD-TTg, the regulations state:

    Digital identification code of enterprises, cooperatives, and business households

    The digital identification code of enterprises, cooperatives, and business households is a character string that corresponds to the enterprise code, cooperative code, and business household code as prescribed by current laws on enterprise codes, cooperative codes, and business household codes.”

    Thus, corporate digital identification code in Vietnam is understood as a sequence of characters (including letters, numbers, or symbols) assigned to a corporation to uniquely identify it in the digital environment.

    Clause 3, Article 3 of Decree No. 69/2024/ND-CP also stipulates: “Digital identification is the activity of registering, verifying, establishing, and associating a digital identity with the entity holding that identity.” Accordingly, a digital identification account is used to carry out administrative procedures, access public administrative services in the digital environment, and perform other activities as required by the digital identity holder. Pursuant to Article 6 of Decree No. 69/2024/ND-CP, a digital identity functions similarly to a “citizen identity card” for corporations, containing fundamental information about the corporation.

    • Legal representative of the corporation;
    • Corporate registration number;
    • Tax identification number;
    • Identification number;
    • Registered headquarters address;
    • Date of establishment.

    Benefits of using corporate digital identification codes

    • Digital identification helps reduce administrative costs by minimizing paperwork, expenses, and time required for administrative procedures since all essential corporate data is consolidated into a single identification account.
    • With adigital identification account, corporates can efficiently utilize digital services, access relevant information quickly, and improve operational efficiency. Additionally, it enhances the corporation’s professional image and demonstrates compliance with legal regulations.
    • Digital identification also contributes to more effective oversight by government authorities, enabling closer monitoring of corporate operations, promoting transparency, reducing corruption, and facilitating suitable tax policies for businesses.

    Use of corporate digital identification codes in Vietnam starting from July 1, 2025

    According to clause 4, article 40 of Decree No. 69/2024/ND-CP:

    “Accounts established through the national public service portal and the administrative procedure resolution information systems at the ministerial and provincial levels may be used until June 30, 2025.”

    According to the above regulations, accounts created by the National Public Service Portal, the administrative procedure settlement information system at the ministerial and provincial levels issued to individuals can be used until June 30, 2024.

    Thus, from July 1, 2025, corporates will no longer be able to use accounts registered through the National Public Service Portal and other administrative procedure platforms at the ministerial and provincial levels. Instead, corporates will transition to using digital identification accounts on VNeID to access the National Public Service Portal and administrative systems for carrying out official procedures.

    Corporates must complete digital identification registration before July 1, 2025, or they may face difficulties in accessing essential data and conducting business activities effectively.

    Procedures for issuing corporate digital identification codes in Vietnam

    The process and procedures for issuing a digital identification code for agencies and organizations are stipulated in Article 12 of Decree No. 69/2024/ND-CP, as follows:

    Corporate request for a digital identification code

    The legal representative, head of the agency or organization, or an authorized person designated by the legal representative or head of the organization shall log into the national identity application, provide the necessary information as instructed, and submit a request for a digital identification account for the agency or organization. This request must be approved by all other legal representatives of the organization (if applicable).

    In case of direct submission

    The legal representative, head of the agency or organization, or an authorized person must complete the application form for issuance of a digital identification account for agencies and organizations, following the TK02 template issued with Decree No. 69/2024/ND-CP. The completed application must be submitted to the digital identification and authentication management authority or the relevant citizen identity management authority at a convenient location.

    Processing by the digital identification and authentication management authority

    • The digital identification and authentication management authority verifies and authenticates the information of agencies and organizations using the national business registration database, the national database, and other sectoral databases.
    • If information about the agency or organization is not available in these databases, the authority conducts a verification process to confirm the details.
    • The digital identification and authentication management authority notifies the legal representative or head of the agency or organization about the registration outcome through the national identity application, a registered mobile phone number, or an official email address.
    • If the applicant does not meet the eligibility criteria for a digital identification account, the authority issues a rejection notice via written communication, SMS, or the applicant’s digital identification account.

    Processing time for issuing a corporate digital identification code

    According to clause 4, Article 13 of Decree No. 69/2024/ND-CP, the processing time for issuing a digital identification account is as follows:

    • If the corporation’s information has been available in the national database or sectoral databases, the processing time shall not exceed 03 working days.
    • If the corporation’s information requires verification and is not available in the relevant databases, the processing time shall not exceed 15 working days.

    To register a digital identification account for a corporation on VNeID, the following steps must be followed:

    • Step 1: The legal representative, head of the agency or organization, or an authorized person logs into the level 2 digital identification account on the VNeID application → selects organizational identification.
    • Step 2: On the account switch screen → select register organizational identification.
    • Step 3: Authenticate using a passcode, fingerprint, or facial recognition.
    • Step 4: Select the type of organizational identification registration.
    • Step 5: Enter the organization’s information.
    • Step 6: Authenticate again using a passcode, fingerprint, or facial recognition.
    • Step 7: Successfully submit the registration request and review the submitted application.
