In the context of the ongoing global digital transformation, digital identification plays a crucial role in ensuring authenticity, security, and efficiency in online transactions. The regulations regarding corporate digital identification codes represent a significant step forward in promoting a transparent digital business environment while facilitating the activities of state agencies, organizations, and individuals. Below, Viet An Law will provide updates on the regulations concerning corporate digital identification codes in Vietnam.

According to Article 5 of Decision No. 20/2020/QD-TTg, the regulations state:
“Digital identification code of enterprises, cooperatives, and business households
The digital identification code of enterprises, cooperatives, and business households is a character string that corresponds to the enterprise code, cooperative code, and business household code as prescribed by current laws on enterprise codes, cooperative codes, and business household codes.”
Thus, corporate digital identification code in Vietnam is understood as a sequence of characters (including letters, numbers, or symbols) assigned to a corporation to uniquely identify it in the digital environment.
Clause 3, Article 3 of Decree No. 69/2024/ND-CP also stipulates: “Digital identification is the activity of registering, verifying, establishing, and associating a digital identity with the entity holding that identity.” Accordingly, a digital identification account is used to carry out administrative procedures, access public administrative services in the digital environment, and perform other activities as required by the digital identity holder. Pursuant to Article 6 of Decree No. 69/2024/ND-CP, a digital identity functions similarly to a “citizen identity card” for corporations, containing fundamental information about the corporation.
According to clause 4, article 40 of Decree No. 69/2024/ND-CP:
“Accounts established through the national public service portal and the administrative procedure resolution information systems at the ministerial and provincial levels may be used until June 30, 2025.”
According to the above regulations, accounts created by the National Public Service Portal, the administrative procedure settlement information system at the ministerial and provincial levels issued to individuals can be used until June 30, 2024.
Thus, from July 1, 2025, corporates will no longer be able to use accounts registered through the National Public Service Portal and other administrative procedure platforms at the ministerial and provincial levels. Instead, corporates will transition to using digital identification accounts on VNeID to access the National Public Service Portal and administrative systems for carrying out official procedures.
Corporates must complete digital identification registration before July 1, 2025, or they may face difficulties in accessing essential data and conducting business activities effectively.
The process and procedures for issuing a digital identification code for agencies and organizations are stipulated in Article 12 of Decree No. 69/2024/ND-CP, as follows:
The legal representative, head of the agency or organization, or an authorized person designated by the legal representative or head of the organization shall log into the national identity application, provide the necessary information as instructed, and submit a request for a digital identification account for the agency or organization. This request must be approved by all other legal representatives of the organization (if applicable).
The legal representative, head of the agency or organization, or an authorized person must complete the application form for issuance of a digital identification account for agencies and organizations, following the TK02 template issued with Decree No. 69/2024/ND-CP. The completed application must be submitted to the digital identification and authentication management authority or the relevant citizen identity management authority at a convenient location.
