Circular 64/2025: Fee Waivers and Reductions for Business License in Vietnam

The Ministry of Finance has just issued Circular No. 64/2025/TT-BTC, which regulates the collection and exemption of several state fees to support businesses and individuals. Accordingly, from July 1, 2025, to the end of December 31, 2026, the collection rate for some state fees will be reduced by 50%. This reduction aims to help businesses and individuals stabilize their production and operations, contributing to economic recovery and growth. Below, Viet An Law will update the notable provisions in Circular 64/2025/TT-BTC on fee waivers and reductions for business license in Vietnam.

    Circular 642025TT-BTC on fee waivers and reductions for business license

    • Date of issuance: June 30, 2025.
    • Main content: 50% reduction in the collection rate for 46 classes of state fees.
    • Effective period: From July 1, 2025, to December 31, 2026.
    • Purpose: This policy aims to continue alleviating difficulties and facilitate the recovery and development of production and business amidst ongoing economic challenges following the pandemic, global fluctuations, and rising input costs.

    50% reduction in certain state fees under Circular 64/2025/TT-BTC for fee waivers and reductions for business license

    Article 1 of Circular 64/2025/TT-BTC stipulates that from July 1, 2025, to December 31, 2026, the collection rates for numerous state fees will be reduced by 50% compared to previous regulations, including:

    50% REDUCTION IN LICENSE FEE

    Banking and securities sector

    • License issuance fee for the establishment and operation of banks and non-bank credit institutions.
    • Appraisal fee for restricted business goods and services; Fee for issuing licenses for the establishment of Commodity Exchanges.
    • State fees in the securities sector; fees for issuing, renewing, and reissuing securities practice certificates (professional certifications) for individuals practicing securities at securities companies, securities investment fund management companies, and securities investment companies; securities operation supervision fees.

    Intellectual property sector

    • Fees for issuing protection certificates, issuing certificates for the registration of industrial property rights transfer contracts in the field of cultivation and forestry plant varieties; Fees for filing applications for the protection of intellectual property rights in the field of cultivation and forestry plant varieties; Fees for issuing industrial property representative practice certificates, publication, and registration of industrial property representatives in the field of cultivation and forestry plant varieties.
    • Industrial property fees.

    Business registration sector

    Business registration fees (including: Issuance, reissuance, and modification of Certificates of Business Registration and Certificates of Registration of operation for branches, representative offices, and business locations of enterprises).

    Tourism sector

    • Appraisal fees for issuing licenses for international travel services and domestic travel services.
    • Appraisal fees for issuing tour guide cards.

    Labor sector

    • License issuance fee for operating labor export (sending workers abroad for a definite term).
    • Appraisal fee for business conditions related to the technical inspection of occupational safety, occupational safety and health training.

    Veterinary and medical sector

    • Fees for issuing quarantine certificates for terrestrial animals and animal products; imported, in transit, temporarily imported for re-export (including bonded warehouses), and trans-border aquatic products.
    • License fee for issuing veterinary service practice certificates.
    • Animal quarantine fees (clinical examination of poultry).
    • Livestock farming fees.
    • Medical sector fees.

    Fire prevention, fighting, fireworks, and explosives sector

    • Appraisal fee for fire prevention and fighting design approval.
    • License fee for fireworks management; License fee for managing weapons, explosives, and supporting tools.
    • Inspection fee for fire prevention and fighting equipment.

    Construction sector

    • Appraisal fee for construction investment projects.
    • Appraisal fee for technical design (appraisal fee for construction design implemented after the basic design), construction cost estimate appraisal fee.
    • Fee for issuing construction operation capacity certificates for organizations, and construction practice certificates for individuals.

    Telecommunications and electricity sector

    • Appraisal fee for issuing electricity operation licenses (for reissuance, extension of electricity operation licenses).
    • Radio frequency usage fee for terrestrial mobile services.

    Types of professional practice certificates

    • Assessment fee for professional standards and conditions for notary practice in cases involving participation in the professional apprenticeship result examination to appoint a notary.
    • Assessment fee for professional standards and conditions for practice in the field of commercial arbitration.
    • Assessment fee for professional standards for asset auction practice for the issuance or re-issuance of an auction practice certificate.
    • Assessment fee for professional standards for legal practice.
    • Assessment fee for professional standards and conditions for practice in the field of asset management and liquidation.

    Aviation sector

    • Assessment fee for the issuance of certificates and licenses in civil aviation activities; Registration fee for secured transactions related to aircraft.
    • Fee for entry and exit from airports for foreign flights arriving at Vietnamese Airports; Customs fee for foreign flights arriving at Vietnamese Airports.
    • Airport operation franchise fee.

    Hydrology, irrigation, and transportation sectors

    • Inland waterway declaration fee.
    • Fee for exploitation and use of hydrometeorological information and data.
    • Railway infrastructure usage fee.

    Other types of licenses

    • Assessment fee for trading restricted goods and services in the commercial sector; Assessment fee for trading conditional goods and services in the commercial sector for business entities that are organizations or enterprises; Assessment fee for trading conditional goods and services in the commercial sector for business entities that are business households or individuals.
    • registration fee (confirmation) for the use of foreign barcodes.
    • Assessment fee for non-commercial documentation content for the issuance of a publishing license;…

    Notes on the implementation of the 50% reduction in state fees

    • In case the original Circulars are amended, supplemented, or replaced, the fee rates specified in the schedule of Circular 65/2025/TT-BTC will be calculated by multiplying the corresponding rate in the aforementioned Schedule by the fee rate in the new, amended, supplemented, or replacement document.
    • The fee rates mentioned above also apply when utilizing online public services.
    • In addition to the fee rates specified in the Schedule, other relevant provisions—including the scope of application, applicable subjects, state fees collection organizations, payers, cases of exemption, declaration and payment procedures, fee management and usage, collection documentation, and public disclosure of the fee regime—not stipulated in this Circular, must comply with the provisions of the original Circulars, subsequent amended or supplemented Circulars (if any), and other relevant legal normative documents.
    • Starting from January 1, 2027, the collection rates for state fees specified in the Schedule will revert to the provisions of the original Circulars and any amended or supplemented Circulars (if any).

    Waivers of electricity activity licensing appraisal fees until December 31, 2026

    According to Article 2 of Circular 65/2025/TT-BTC, the appraisal fee for the issuance of electricity activity licenses is waived under the following conditions:

    • This waiver applies to the rates stipulated in the schedule of fees for the appraisal and issuance of electricity activity licenses, issued alongside Circular No. 106/2020/TT-BTC, concerning the use of electricity activity licensing appraisal fees.
    • The waiver period lasts until December 31, 2026.
    • This applies specifically to cases involving the issuance of amended or supplemented electricity activity licenses due to changes in the head office address when implementing license modifications or supplements resulting from the rearrangement or reorganization of administrative units at various levels.

    Impact of Circular 64/2025/TT-BTC for fee waivers and reductions for business license for businesses

    The state fees reduced in this instance span various sectors, including business registration, banking licenses, fire prevention and fighting, construction appraisal, Certificate of Origin (C/O) certification, airport operation franchising, passport and citizen identification card issuance and renewal, healthcare, and securities. Both domestic organizations and individuals benefit from this policy, and foreign-invested enterprises also appreciate it for fostering a more competitive investment environment.

    This is the sixth time the Ministry of Finance has issued a circular regulating state fee reductions to support the public and businesses. This policy is expected to reduce budget revenues by approximately 700 billion VND. These fee reductions aim to help businesses and the public stabilize production and business activities, contributing to economic recovery and growth.
