• In the Category section, select Educational services -> Off-campus centers;
• Then select List of study abroad consulting organizations as of May 2024 in the City to see the full list of units that are operating and have stopped operating about study abroad consulting services divided according to each district in Hanoi City.

Under Clause 2, Article 108 of Decree 46/2017/ND-CP, as amended and supplemented by Decree 135/2018/ND-CP, the dossier applies for a Study Abroad Consulting License includes the following documents:

Conditions for applying for a study abroad consulting license

Regarding the subject, the implementing objects must be one of the following organizations:

• The enterprise is established and operated following Vietnamese law (is registered with the business industrial code: 8650 – Educational support services. Details: Study abroad consulting activities);
• Public service providers that perform their functions of doing the business of overseas study counseling services;
• Foreign education organizations that legally operate within Vietnam.

In addition, the organization applying for a license needs to satisfy the conditions regarding personnel and facilities, including:

• Staff directly consulting on studying abroad have university degrees or higher; Can use at least one foreign language at level 4 or higher according to the 6-level Foreign Language Competency Framework for Vietnam (at least foreign language certificate of B2 or higher) and equivalent;
• Direct consulting staff must have a certificate of professional training in study abroad consulting according to regulations of the Ministry of Education and Training;
• Have appropriate facilities, equipment, programs, teaching materials, and funding sources, ensuring educational quality according to the center’s plan, and scale.

How to submit the dossier

• Submit your dossier directly to the Division of Benefit Claim and Customer Service – Department of Education and Training of the province/city where the enterprise operates study abroad consulting services;
• Submit your dossier online on the Public Service Portal of the province/city where the enterprise operates study abroad consulting services;
• Send your dossier via postal service to the Division of Benefit Claim and Customer Service – Department of Education and Training of the province/city where the enterprise operates study abroad consulting services.

Time limit

Within 15 working days from the date of receipt of the complete and valid dossier.

Results

• Decision to issue a Certificate of registration of overseas study counseling service business (often called the Study Abroad Consulting License);
• Notice of not meeting the conditions for issuance of Certificate of registration of overseas study counseling service business.

License term

05 years from the date the service organization is licensed.
