Preliminary Barcode and Codes

Barcode Code Concept

According to Clauses 1 and 2, Article 3 of Circular No. 10/2020/TT-BKHCN stipulating the concepts of “codes” and “barcodes” as follows:

“A code is a series of numbers or letters used to identify products, services, places, organizations and individuals;”

“Barcode is a method of storing and transmitting information of a code by: linear line symbol (one-dimensional barcode); point aggregation (Data Matrix, QRcode, PDF417 and other two-dimensional barcodes); radio frequency identification (RFID) chips and other identification technologies;”

Thus, it can be simply understood as follows

	Code	Barcodes
*Definition*	– A sequence of characters (numbers or letters) used to distinguish a particular object from other objects.	– It is a form of expressing codes in the form of black and white lines or small dots so that machines can read them.
*Example*	– Product code: 1234567890123 – Customer code: KH001 – Order number: DH20230101	You can think of the code as a phone number, and the barcode as a card with that phone number printed on it. When you call, you read the phone number (code); But when the scanner reads your information, it scans the barcode on the card (barcode).
*Purpose*	– Identification: Helps to distinguish and identify an object in a management system. – Classification: Sort objects according to a certain criteria. – Tracking: Track the movement and change of the object.	– Automatic Reading: Barcode scanners can read information from barcodes quickly and accurately. – Data transmission: Barcodes contain information about products and services, helping to manage and transact effectively.

Instructions for preparing a barcode registration dossier

Composition of the dossier includes

Application for registration of use of codes and barcodes as prescribed in Form No. 12 in the Appendix issued together with Decree 74/2018/ND-CP;
A copy of the Enterprise Registration Certificate, Investment Registration Certificate or Establishment Decision;

Application form

Before submitting the dossier, the Enterprise/Business Household/Applicant shall declare information and register for the unit’s barcode account via the http://vnpc.gs1.org.vn/ Portal

Submit directly at the national code and barcode center of Vietnam (also known as GS1);
Submit by courier to the address of Vietnam’s national code and barcode center (also known as GS1);

Fee for issuance of barcode number registration

The fee for issuance of barcodes and codes is specified in Article 2 of Circular 232/2016/TT-BTC as follows

Due to the impact of natural disasters, epidemics and other factors, the fee applied from July 2024 to December 31, 2024 is reduced by 50%

Receive barcode codes according to temporary notifications

After the Enterprise/Business Household/Applicant submits the full dossier and fee, the GS1 Office – Directorate for Standards, Metrology and Quality will notify the unit of the barcode number according to the temporary notice via the unit’s Portal system and Email so that the unit has barcode code information to be displayed on the product.

Processing time: Within 5-7 working days.

Declare product information

Enterprises/Business Households/Applicants need to carry out procedures for declaring product information on the unit’s account on the http://vnpc.gs1.org.vn/ Portal.

Note: The system can automatically generate a barcode number for the product after the business fills in all the information.

The barcode number of the product after filling in all the information needs to be issued and published on the system.

Receive the Barcode Code Certificate

After about 1 month from the date of issuance of the barcode according to the provisional notice and after declaring product information, the Enterprise/Business Household/Applicant shall go to the GS1 Office – Directorate for Standards, Metrology and Quality to receive the original Certificate of barcode number.
