Search food declaration number in Vietnam

The food declaration number is the basis for proving that the owner of the food production and processing facility has fulfilled the declaration obligation before putting it into circulation to consumers. Attaching the declaration number on the product packaging is a requirement of many food retail establishments to create credibility with consumers about the quality of the products provided. So how can we search whether the food declaration number has been granted or not after submitting the declaration dossier? Or how can consumers determine whether this declaration number has been authenticated or not? In the article below, Viet An Law will introduce how to search food declaration number in Vietnam.

Regulations on public disclosure of food declaration numbers in Decree 15

Processed foods, before reaching consumers, must carry out one of two procedures: (i) self-declaration or (ii) registration of the declaration with the competent authority.

According to the provisions of Article 5 of Decree 15/2018/ND-CP (amended and supplemented by Decree 155/2018/ND-CP) on product self-declaration procedures:

“2. Self-declaration procedures:

a) Organizations and individuals self-declare products on mass media or their own electronic information pages or publicly post them at the headquarters of the organization or individual and publish them on the Food Safety Updated Data Information System (In case there have no Food Safety Updated Data Information System, the organization or individual shall submit 01 copy by post or directly to the competent state management agency designated by the People’s Committee of the province or centrally-run city to store the records and post the name of the organization or individual and the names of the self-declared products on the electronic information page of the receiving agency, …)”

Regarding product declaration registration procedures, Article 8.5 of Decree 15/2018/ND-CP stipulates:

“5. The receiving authority shall post on its website and update on the food safety database the names and products of suppliers whose product declarations have been registered on its website and the food safety database.”

Thus, the responsibility for public disclosure of names and products is placed on:

• Agency receiving dossiers for product declaration registration procedures;
• Competent state management agency designated by the People’s Committee of the province or centrally-run city for product self-declaration procedures;
• Individuals and traders declare for product self-declaration procedures.

Guide to search food self-declared number in Vietnam

For self-declaration procedures, the declaration will be made on the mass electronic information page or the electronic information page of the organization responsible for bringing the product to the market at the same time as the electronic information page of the receiving agency.

The competent authority to receive self-declaration dossiers will be designated by the People’s Committee of the province or centrally-run city where the organization responsible for bringing the product to market is headquartered. Therefore, you can search on the electronic information page of this agency in the provinces. For example:

In Hanoi

Step 1: Go to the website of the Hanoi Department of Industry and Trade at: http://congthuong.hanoi.gov.vn/

Step 2: In the Product Declaration section >> select Food Safety for the business sector or in the Product Declaration section on the toolbar >> select List of self-declared products

Step 3: Find List or search product name.

Note:

The downloaded list will be compiled by year, including information on the publication number, date of receipt of the application, date of posting, information on the responsible organization/individual, information on the product and additional amendments for users to easily search.

In Ho Chi Minh City

Step 1: Access the website of the Ho Chi Minh City Department of Food Safety at: http://sattp.hochiminhcity.gov.vn/

Step 2: In the Information Lookup section >> select List of self-declared business products

Step 3: Search product information according to the information fields:

• Unit Name
• Product Name
• District
• Ward

It can be seen that the updated food safety data information system published on the Ho Chi Minh City Electronic Information Portal is more convenient for users to search the food declaration number of a specific product instead of just searching according to the list published by date. However, the disadvantage of this system is that it does not display information about the declaration number and any amendments or additions, if any.

In Danang City

The search system of Da Nang city has many similarities with Ho Chi Minh city. You can follow these steps:

Step 1: Access the website of the Food Safety Management Board of Da Nang City at: https://antoanthucpham.danang.gov.vn/

Step 2: In the Food Safety Certificate section on the toolbar >> Select Self-declared product

Step 3: Search product names according to the search fields.

Instructions for search food declaration registration number

The food declaration receipt number is published in the food declaration registration procedure for the following foods:

• Health protection food, medical nutritional food, food for special diets.
• Nutritional products for children up to 36 months old.
• Mixed food additives with new uses, food additives not on the list of additives permitted for use in food or not for the correct users as prescribed by the Ministry of Health.

According to current regulations, the competent authority receiving the application will be:

• Ministry of Health for health protection foods, mixed food additives with new uses, food additives not yet on the list of additives permitted for use in food;
• The competent state management agency designated by the Provincial People’s Committee for medical nutritional foods, foods for special diets, and nutritional products for children up to 36 months of age.

Note: In case an organization or individual produces many types of food under the authority of receiving product declaration registration dossiers of both the Ministry of Health and the competent state management agency designated by the Provincial People’s Committee, the organization or individual has the right to choose to submit the dossier to the Ministry of Health or to which agency the product is under the authority of receiving registration dossiers, then submit the registration dossier to that receiving agency.

Therefore, you can visit the websites of the above agencies to search the food declaration registration number for each type of product.

For dossiers submitted to the Ministry of Health, registrants and consumers can search the food declaration receipt number on the website of the Department of Food Safety – Ministry of Health at: https://nghidinh15.vfa.gov.vn/

Right on the website’s homepage, you can easily search by entering the product name or business name into the search box and view the announcement (soft copy) directly. Or for more accurate information, on the toolbar, you can select Lookup >> Product announcement registration file.

In Ho Chi Minh City

Similar to looking up the product self-declaration number, at the step of selecting the information lookup item, you click on the List of products that have been granted a Certificate of Product Declaration Registration to search the products that have been registered for declaration.

In Da Nang city

Similarly, on the website of the Food Safety Management Board of Da Nang city, you choose Food Safety Certificate >> Receive Product Declaration Registration and search by product name.
